Position Summary

The Eligibility Specialist performs administrative duties to determine applicants' initial program eligibility through interactive interviewing, fact-gathering, and data gathering for the Conventional Public Housing, Housing Choice Voucher (HCV), and Project-Based Voucher (PBV) programs in accordance with established SNRHA policies and the Housing and Urban Development (HUD) regulations.

Duties and Responsibilities

  • Services as the initial point of contact for all housing program applicants.
  • Completes files for different housing programs administered by SNRHA and informs both the client and their respective caseworker, if applicable, of the same in writing.
  • Assists applicants with the application process.
  • Reviews applications for eligibility and maintains accurate client documentation.
  • Contacts applicants to discuss and clarify any informational discrepancies to ensure effective communication of issues in accordance with Housing Authority policies, procedures, and HUD rules and regulations.
  • Schedules and mails all interview appointment notifications and briefing packets.
  • Conducts initial intake interviews, which include reviewing the full application and all documents in the interview packet, fingerprinting, family composition, income, assets, credit history, and the Earned Income Verification (EIV) report.
  • Establishes, processes, and maintains an assigned caseload and follows up on each case as needed to complete and determine client eligibility.
  • Processes and maintains all third-party verifications and requests for updated documentation as required via email, fax, or in person from third-party verifier or client.
  • Updates and verifies applicant data changes in the computer system.
  • Organizes and maintains applicant/case file integrity and confidentiality by adhering to Housing Authority policies, procedures, and HUD rules and regulations.
  • Withdraw files and documents, including all actions taken in accordance with Housing Authority policy and procedures and HUD rules and regulations in the computer system (Yardi).

This position is eligible for participation in the collective bargaining unit (SEIU), which represents certain Southern Nevada Regional Housing Authority employees.

Minimum Qualifications

Applicants who meet minimum qualifications may be further considered for this position. Applicants should possess the following:

  • High school diploma, or GED equivalent.
  • One (1) year of program eligibility experience working in the public sector, social services, or private property management firms with an emphasis on interviewing techniques and case management.
  • Experience working with homeless or other vulnerable populations.
  • Excellent communication, conflict resolution, negotiation, problem-solving, crisis management, and organizational skills.

Preferred Qualifications

Preference may be given to applicants who possess the following:

  • Prior experience working with a housing authority.
  • General knowledge of social services available to vulnerable populations within the city.
  • Rent calculation certification.
