Position Overview STI-TEC is seeking Joint Center for Electromagnetic Readiness (JCER) Advisory and Assistance Services (A&AS) support to accomplish Joint Electromagnetic Spectrum Operations (JEMSO) readiness evaluations of service deployment certification events, or prerequisite training considered critical and mandatory prior to deployment to support a Combatant Command (CCMD). Support includes research on electromagnetic spectrum (EMS) issues, obtain relevant DOD documents, conduct studies and report the results thereof, analyze options, and develop specified documentation to assist with effectively and efficiently carrying out the JCER mission. Assist with applying scientific methods and techniques, evaluation planning, coordinating specifications related to computer software use cases and software demonstrations, operations research and systems analysis, program management expertise, and an understanding of multi-Service and Joint doctrine and tactics, techniques, and procedures (TTP) to address the JCER focus areas. Essential Job Function Operates as the CSA for all issues related to the systems within their area of operations to include in collateral, SCIF, and/or SAP areas. Coordinates support from other IT members as needed based on their accesses;
Acts as the support level IT responsible for basic customer issues. Gathers customer's information and as much information as possible from the end user to determine the customer's issue by analyzing the symptoms and figuring out the underlying problem. Identifies underlying problems and sorts through the possible solutions. Handles straightforward and simple problems with a goal to handle 75%-85% of the user problems before finding it necessary to escalate the issue to a higher-level IT;
Conducts customer service and help desk tasks, in/out-processing of personnel, and equipment, account, troubleshooting, software, incident management, and (DTA) tasks;
In-processing and out-processing personnel within the organization. Ensuring that all incoming personnel have all rights, access, and accounts needed as soon as possible and that all personnel have a dedicated workspaces with working stations within 48-72 hours after arriving to the unit. Ensuring that all personnel leaving the organization are out-processed according to unit standards;
Ensuring the readiness of VTCs to support mission requirements; and
Ensuring TEMPEST updates are accurate on a regular basis.
Providing IT technical support and assistance to customers and organizations. Conducting IT help desk activities to support organizational personnel including the installation, monitoring, and maintenance of IT assets. Coordinates with higher level IT and leadership on policies and procedures for personnel access and use of IT assets and capabilities;
Diagnosing and solving technical issues including email clients and internet connectivity. Resolving basic computer problems related to hardware and software issues to help personnel get back up and running in a timely manner;
Conducting and maintaining IT asset inventories. Ensuring IT assets are accounted for, deployed, maintained, upgraded, and disposed of when necessary;
Establishing requirements for LAN and WAN connectivity for multiple networks. Managing the identification, licensing, installation, configuration control, and maintenance of IT assets including upgrades of administrative and analytical systems and software;
Conducting standard PC, printer/copier/scanner, phone, and cell phone management and maintenance
Installing and applying updates to software, drivers, and firmware as needed to protect against vulnerabilities;
Investigating and diagnosing assigned incidents and tickets to restore failed IT services as soon as possible. Resolving incidents as able in a proficient and efficient manner. Keeping users informed regarding incident statuses. Escalating major and unresolved incidents to higher level IT support if needed. Documenting troubleshooting steps and service restoration details;
Ensuring that data requested is transferred from system to system in a controlled and timely manner to support mission requirements. Providing weekly statuses of file transfer actions and ensuring that all data transfer agent (DTA) related documentation is current and accessible. Minimum Qualifications At least five (5) years of demonstrated relevant experience.

TS security clearance with eligibility for SCI, SAP, and SAR accesses. An Interim TS may be acceptable with approval from the JCER Director.
