Job description

Duties Monitors, reviews or initiates complex transactions where guidelines lack specificity to requirements, circumstances or problems, and/or frequently change. Plans, organizes, trains and reviews work of lower level clerks. Serves as the primary point of contact on pay actions and coordinator on resolving pay matters. Counsel's individuals on the pay entitlement and extension requirements for continuation pay. Counsels individuals on the pay entitlement and extension requirements for continuation pay. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements. Provides advice and guidance to the Wing Commander, Wing Staff, and Wing personnel on military pay policies and regulations. Responsible for briefing all pay functions to the Wing staff, unit commanders, and all wing personnel to include families of reservists upon accession, separation, deployment and/or mobilization. Acts as the wing liaison for all entitlements provided by the host base accounting and finance office, (authorizes pay advances and process travel debts initiated by the host base. Must be able to obtain and maintain the Secret Security Clearance May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement This is a TERM Position. NTE 36 MONTHS / 3 YEARS Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes broad and in-depth knowledge of and skill in applying the principles, concepts, and methodology of military pay entitlements in accordance with applicable regulations, laws, precedent cases, accounting methods, military pay procedures and techniques sufficient to independently resolve complicated pay problems and/or to research or investigate problems or errors that require reconciling, reconstructing incomplete information, and conducting extensive searches for required information. Substantial knowledge of diverse military pays options, resources, operations, and procedures governing a wide variety of financial and/or accounting transactions sufficient to resolve non-standard transactions, complaints, discrepancies, provide advice, or perform other work that requires authoritative procedural knowledge. OR EDUCATION: Successfully completed (1) one full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a large body of rules, regulations, laws, and variety of procedures for one or more military pay specializations; the data system(s) used to support military pay actions, and regulations. Knowledge of a variety of accounting and budget functional areas and their relationships to other functions to research or investigate problems or errors that require reconciling and reconstructing incomplete information. Skill in performing arithmetic computations to compute military pay. Ability to interpret/apply regulations and procedures related to military pay and various complex actions. Ability to communicate effectively, both orally and in writing, to present and/or advise on processes/actions. Incumbent must have extensive knowledge and technical expertise in all facets of military computer programs as they relate to pay entitlements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
