Job description

Duties Serves as the control point for the effective management of supply transactions, correlated operational taskings, inventory control issues maintaining an in-depth technical knowledge of equipment that are unique to the 432D Fire & Emergency Services. Provides guidance, direction, and technical assistance to appropriate personnel to ensure compliance with applicable DoD, AF, and ACC regulations, instructions, directives and policy. Provides organizational support and supports quality improvements for 432D Fire & Emergency Services. Maintains accurate and complete documentation of coordination and information relating to GPC, Express Contract Action Reporting System (ECARS) and hazardous material (ESSOH) processing. May require working overtime or compensatory time during peak workload periods. The actual work performed in this position has been reviewed and determined that it does not meet any of the exemption criteria defined in 5 CFR 551. This position has been designated as nonexempt. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status (con't) (con't) if alternative for filling of the position during an emergency are not available. This is a Term position NTE 36 months; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, (con't) (con't) a break in service of at least 3 calendar days may be required prior to appointment to this position Leave accrual may be authorized upon request Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Supply Series 2001 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of a wide range of well- established and commonly applied supply management principles, concepts and methodologies required in performing varied assignments, operations and/or procedures. Knowledge of interrelationships of supply chain management concepts and regulations, policies, and precedents. Knowledge of supply management and inventory control systems, methods, and procedures to evaluate the impact of variables that influence the course(s) of action taken in resolving procedural issues involving conflicting program requirements. OR EDUCATION: ?master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of supply regulations, policies, procedures, functions, techniques, and methods applicable to the GPC process, inventory management, and data systems. Practical knowledge of a wide range of well-established and commonly applied supply management data processing and requirements for procurement transactions in applicable automated supply system, and in depth knowledge of related systems functionality. Skill in performing recurring supply assignments, operations, or procedures in providing services and resolving problems of a procedural nature in supply operations, planning, or program management. Ability to read, interpret, and apply applicable reference material, such as spares procurement regulations, manuals, catalogs, records, GPCs, etc., to accomplish tasks and resolve complex system related problems/issues. Ability to receive, screen, review, compile, and organize supply data and prepare supply documents. Ability to communicate and provide advice in terms of oral and written recommendations. Knowledge of data entry and processing of procurement transactions in applicable systems. Ability to accurately prepare and edit written correspondence and reports. Knowledge of various office automation software programs, tools and techniques to support office operations. Ability to produce a variety of documents, such as letters, reports, spreadsheets, databases and graphs PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
