Position Overview Program Managers supporting the Acquisition Support, Systems Engineering, and Technological Services (ASSETS) contract will provide support for entire acquisition life cycles for Information Technology (IT) systems and other USSTRATCOM, USSTRATCOM Components, AFLCMC, and other associated and supporting organization Essential Job Function Be the definitive source of knowledge, technique, or expertise in a specific subject area, such as information technology or specific software application. Function as the AFLCMC-HBC recognized expert for this specific knowledge area and apply this expertise to the Division's vision and strategic direction. Understand, articulate and implement best practices related to this area of expertise. Lead or be an active participant of a work-group with the need for specialized knowledge. Provide guidance on how his/her area of capability can resolve an organizational need and actively participate in all phases of the software development life cycle. Be responsible for defining business requirements and recommending a technical approach to meet the needs of a specific system or software application. Generate design specifications for software development to include translating business requirements into detailed algorithms for coding. Assist the Government in overseeing the development, testing and implementation of the technical solution and validate that the final product satisfies the defined requirements Review technical documentation such as user guides, training manuals, and system specifications, prior to distribution to end-users and ensure his/her subject area is accurately represented. Minimum Qualifications Possess the advanced knowledge, experience and recognized ability to be considered an expert in their technical/professional field Possess the ability to perform tasks and oversee the efforts of junior and midlevel personnel within the technical/professional discipline. Demonstrate advanced knowledge of their technical/professional discipline as well as possess a comprehensive understanding and ability to apply associated standards, procedures and practices in their area of expertise. (Program Office, Enterprise and Staff Level Support interface) Functionally Aligned Minimum Recommended Education and Experience: Advanced Degree (MA/MS) and 12 years of experience in the respective technical/professional discipline being performed, 5 years of which must be in the DoD OR BA/BS degree, and 15 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD OR 20 years of directly related experience with proper certifications as described in the Functionally Aligned Job Descriptions, 8 of which must be in the DoD. Non-Functionally Aligned Recommended Education and Experience: GED, 10 years of experience in the respective profession being performed, 5 of which must be in the DoD. Must be a United States citizen Must have a Top Secret Clearance Applicants selected may be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information.
