Job description
SRG is seeking Operations in the Information Environment (OIE) Planner in support of USSTRATCOM, Offutt AFB, Omaha, NE. The start work date is anticipated to be late June 2024.
Duties as required to include the following:
• Conduct direct liaison, integration and synchronization with Combatant Command (CCMD) / Unified Command staff, subordinate units, and associated joint, interagency, intergovernmental, and multi-national (JIIM) partners.
• Provide expert mission analysis, analytic problem solving, and assessment of information operations.
• Creatively exploit the use of information systems and information related capabilities (IRC).
• Integration IO planning and execution with other inter-agency and intelligence community (IC) organizations.
• Conduct operational and informational briefings to large audiences and senior JIIM leaders and staff.
• Provide expert level in oral, visual, & written communications and briefing techniques; effectively advise, negotiate and persuade various managers, military officials, and senior leaders; and effectively gain acceptance of recommended concepts, ideas, guidance, policies, and regulations.
• Integrate, coordinate, and synchronize adjacent and supporting operations, as well as developing support for related capabilities and their activities pertaining to:
o Psychological Operations (PSYOP) / Military Information Support Operations (MISO)
o Military Deception (MILDEC)
o Operations Security (OPSEC)
o Tactical Electronic Warfare (EW)
o Cyberspace Operations
o SIGINT related activities
• Develop innovative concepts to counter adversarial use of information in the Information Environment (IE).
• Apply significant or key cultural considerations that affect operational and tactical planning, security, accreditation, risk assessment(s).
• Work effectively within a task organized working group while planning, integrating, and coordinating with inter-agency and intelligence community entities.
• Review, analyze, and operationalize tactical and operational-level IO-related directives in support of maneuver elements.
• Provide counsel, guidance, and aid in applying technical skills to operational and tactical planning/execution, identifying, and tracking measures of performance (MOP) through attainment of measures of effectiveness (MOE).
QUALIFICATIONS
• Minimum of 8 years with BS/BA; Minimum of 6 years with MS/MA; Minimum of 3 years with PhD (related years of planning experience). 4 additional years of related experience will be considered in lieu of BS/BA education requirement
• Minimum of 5- 8 years of experience with IO planning at the service or joint level in support of operations at Combatant Commands or Joint Task Forces.
• IO (FA30) career field.
• Knowledge in joint operational planning process, military decision-making process, and military campaign plan planning, targeting processes and expertise in developing and accessing tactical and operational level MISO/PSYOP plans and orders.
• Knowledge of service departments (Army, Navy, Marine Corps, and Air Force) functions and their relationships to the CCMD to coordinate all operations in the information environment in appropriate channels, e.g., Army, Navy, Air Force, or Joint with Experience with joint and/or combined military operations and interagency coordination and DoD, joint, and Army service doctrine, regulations, and policies.
• Must be a U.S. Citizen.
• Must possess a current U.S. Passport with at least a year remaining before expiration.
• Requires an active DOD Top Secret/SCI security clearance, based on current security background investigation.
Preferred Qualifications:
• Recent joint or service level information operations planning experience
• Joint cyber operations planners' course
• Joint information operations planner course
• Defense OPSEC planner course
• Special warfare advanced targeting and analysis course
• Special operations MILDEC planners' course
• Irregular warfare course
• Capable of recommending changes to policy, force structure and design, and command relationships
• Proficient in integrating IRC capabilities into cyber plans and operations.
• Knowledge of military command relationships and command and control (C2) procedures.
• Able to coordinate MISO/PSYOP, EW, MILDEC actions within the proper channels and develop policies that incorporate the principle of C2.
• Experience with integrating, coordinating, and synchronizing adjacent and supporting operations, as well as developing support for related capabilities and their activities. Be familiar with, certified in, or have applicable operational/field time experience in:
o Military Deception (MILDEC)
o OPSEC
o EW
o Cyberspace operations
o Coordinating intelligence requirements
o Ability to engage senior leaders and staff and conduct complex briefings to large audiences.
o Ability to work effectively within a task organized working groups
o Expertise in planning, integrating, and coordinating with interagency and intelligence community entities.
o Adept at developing and utilizing information products that leverage current and emerging technologies to inform planning, improve coordination, and enable timely decisions.
