Job description

The Rough Sleeping Project team works to prevent and relieve rough sleeping, supporting service users in various forms of accommodation as they move away from homelessness and begin a new journey. A lack of housing is often not the only difficulty faced by the people we work with, and our support workers work towards independent living, tackling issues around health, isolation, wellbeing, income, finances and substance misuse, with independent living being the ultimate goal. Work in this area can be challenging but extremely rewarding. The role will primarily involve you being the lead officer for the delivery of the Rough Sleeping Programme, and will also include managing street outreach to assess the needs of clients and to help develop and implement a suitable housing and support pathway for them. There will be a considerable amount of liaison and partnership working with housing providers, support providers and other relevant agencies to identify and support local, vulnerable people. Key responsibilities: Oversee provisions delivered by Framework Housing Ltd (Complex Needs unit) under the Rough Sleeping Initiative funding. To coordinate all provisions within the city for those rough sleeping or at risk of rough sleeping. Working proactively to develop and strengthen partnerships that will support the reduction of rough sleeping in the city. Managing existing relationships with statutory, voluntary, and charitable organisations working with homeless people. Contribute to developing options for a sustainable model of reducing rough sleeping in the city. To monitor the Rough Sleeping Outreach Workers effectively, ensuring policies and procedures are followed and ensuring successful operational delivery. To contribute to the monitor the "Housing First" programme delivering intensive support to problematic cohort members. To manage the Next Steps Accommodation Programme (NSAP) project delivery and supported housing provisions and manage all temporary accommodation provisions. To implement and deliver the city's rough sleeping outreach provisions. Complete all governance and legal requirements relating to service delivery. To advise the Service Manager of the success of existing interventions and the requirements for new interventions, and to assist with bids for funding opportunities. To be the operational contact with DLUHC including completion of statutory/data returns relating to the project. The successful candidate will be able to demonstrate: Experience of managing, developing and leading a team towards an innovative, high-quality service. Ability and wide-ranging development of investigative skills to determine homeless applications. Ability to work and communicate with all customers and clients. Experience of working effectively on own initiative prioritising workload and meeting tight deadlines. Prepared to work flexibly including working outside normal office hours e.g. attending evening meetings. HNC/HND or equivalent; NVQ level 5, CIH level 4. Experience in housing advice or related field, Homelessness, working in the voluntary sector or in a homeless context with vulnerable people.
