Job description

Duties Exercises administrative and technical supervision over one or more surface maintenance facilities, e.g., CSMS, MATES, UTES and/or FMS. Plans and schedules work to be accomplished by subordinates. Sets and adjusts short-term priorities. Assigns work in consideration of employee skills and mission requirements. Rates subordinates' work performance. Advises, counsels, or instructs employees on work and administrative matters. Interviews candidates and recommends appointment, promotion, or reassignment to positions in the unit. Hears and resolves employee complaints and refers group grievances, or more serious unresolved complaints, to a higher-level supervisor. Effects minor disciplinary actions and recommends action in more serious cases. Identifies and provides for employee training and development. Finds ways, as needed, to improve production or increase the quality of work directed. Develops performance standards. Develops, implements, and oversees the quality assurance program for assigned surface maintenance facilities. Reviews work instructions, technical data, inspection methods, and test procedures to ensure adequacy. Reviews quality and flow of materials and supplies required to support maintenance activities. Confers with equipment users to resolve problems and ensures satisfaction. Recommends plans to enhance manpower utilization and cost effectiveness throughout areas assigned. Provides technical guidance to assigned maintenance activities through coordinated assistance or evaluation visits. Visits assigned surface maintenance facilities on a regular basis to promote efficient operations and compliance with established standards. Oversees hazardous waste/industrial hygiene programs for maintenance facilities supervised. Identifies special tools, test equipment requirements, and coordinates procurement as needed. Performs other duties as assigned. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Individuals on incentive bonuses may be subject to recoupment or termination, contact the State Incentives Manager at extension 39637 for questions concerning recoupment or termination. Participation in direct deposit is mandatory. Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination. Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission. Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position. The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible. Management has the right to convert this position to permanent status without re-advertising. In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status. Employment can be terminated with a 30 day notice. May be required to successfully complete a probationary period. Qualifications MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Maximum Military Grade MAJ (O-4) Minimum Military Grade - CPT (O-3) with date of rank before October 2020 Officer - Branch 88A, 90A, 91A or 92A Supervisor must verify that selected individual occupies a compatible military position. Title 32 National Guard employees will not be militarily senior to their full-time supervisor (grade inversion). GENERAL EXPERIENCE: Must possess experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, keeping records; and using computer and automation systems. GS-11 SPECIALIZED EXPERIENCE: Must possess 36 months experience that demonstrates your ability to apply principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments; using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc.; and determine resource needs, allocation of resources, and budgeting/funding needs. The specialized experience must also indicate your ability to manage the function of the work to be performed which includes leading, directing and assigning work of personnel. Education This job does not have a qualification requirement that allows substitution of education for specialized experience.
