Summary You will serve as a TRAFFIC MANAGEMENT SPECIALIST in the TRANSPORTATION BRANCH, SUPPLY DIVISION, COMMAND SERVICES DEPARTMENT, NAVAL OCEANOGRAPHIC OFFICE (NAVOCEANO) of NAVOCEANO BAY ST LOUIS. Duties You will provide traffic management support through selection approval, procurement and use of safe and effective service carriers at the least cost of the Government. You will determine most efficient and economical rates and routes to final destinations involving domestic inbound and export shipments, originating throughout the world/worldwide. You will evaluate and analyze transportation costs in order to identify and develop cost effective and efficient alternatives. You will be responsible for collecting and analyzing information related to damage freight and claims and the preparation and review of discrepancy reports. You will collect and review vehicle usage data prior to the approval for billings for payment. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience determining the most efficient and economical rates and routes to final destinations involving domestic inbound and export shipments, originating at any point throughout the world; Experience conducting surveys and studies of traffic management function, procedures and performance; Experience consolidating a variety of commodities including unique/specialized hydrographic and oceanographic equipment/hardware and survey systems; Experience applying theories and principles of project management as related to transportation and storage functions; and experience collecting vehicle usage. Examples of qualifying specialized experience include:
Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities.
Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance.
Making presentations on traffic matters before Federal, State, or local regulatory bodies.
Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services.
Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities.
Providing advisory service involving commodity analysis from the transportation standpoint.or
Certificate
Possession of a certificate as Certified Member, American Society of Transportation and Logistics meets the requirements for GS-5. Persons with such certificates may also qualify for higher grade levels based on their education and/or experience.
