Job description

Duties As a OPERATIONS OFFICER, GS-2101-13, you will plan, organize and direct the activities of the Battle Management Command and Control mission and Air Battle Manager functions pertinent to the operational and performance characteristics of the assigned weapons system. This position serves as the Director of Operations, and as a Mission Commander or Section Lead responsible for Air Battle Manager operations functions and activities; to perform as a MC or SL instructor/evaluator; to provide training to instructors and evaluators on instructor technique; to perform as an BMC2 crewmember performing Air Battle Manager duties as a Mission Crew Commander or Senior Director in support of combat, peacetime, humanitarian and Personal Recovery missions; to perform unit operations staff command and support duties. MAJOR DUTIES: 1. Manages and directs the activities of the Control and Reporting Center (CRC) mission, Air Battle Management functions. Determines the Operations Branch goals that are the foundation for long and short range planning and execution of all programs. Develops objectives, direction, and guidance for the Operations functions and activities ensuring operational and organizational plans support the vision and goals of the Squadron Commander. Analyzes and plans funds, equipment, manpower, and facilities to ensure proper resourcing and utilization to meet the mission. Ensures goals are in consonance with unit's direction and local limitations. Considers factors such as current and future mission needs, political climate, environmental concerns, area demographics, and tactical training location availability. Plans the work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of the assignments, and the capabilities of employees. Provides employees with advice, counsel or instruction on both work and administrative matters. Maintains military and full-time strength through recruiting and retention programs. Oversees the accomplishment of the training program (DOT) and the mission training program (MTP). Develops squadron unit type code (UTC) training to satisfy established requirements and meets combat readiness objectives and Air Force contingency requirements. 2. Performs required mission planning and staff operations work in scheduling, training, current operations, standards and evaluation, intelligence, weapons and tactics, chief of staff, combat readiness and exercises. Develops plans, policies and procedures and analyzes national defense guidance and objectives to create operational policies. Implements policy through development of plans and procedures to execute assigned weapons and Command and Control capabilities. Identifies training deficiencies and coordinates with National Guard Bureau for resolution. (20%)3. Performs as Instructor/Evaluator and Standardization examiner for the Mission Commander (MCC) and/or Section Lead (SL) personnel and also qualified to instruct and evaluate Weapons Directors (WD) and Air Battle Manager (ABM). Plans, organizes and conducts ground training. Ensures training encompasses the full cycle of theory, formal classroom and actual positional practice on Air Battle Manager functions. Determines training requirements by analyzing unit training objectives, missions, combat readiness reports, flight examination reports and directives. Prepares local course outlines to include: operation of complex classified electronic radar and radio communications equipment, intelligence functions, basic mission crew duties and responsibilities; safety precautions, and mission procedures. Develops unit lesson plans in accordance with syllabus courseware. s and examiners on instructional methodology, student assessment and training techniques to develop instructor proficiency. 4. Performs mission crew duties as a Section Lead (SL) or Mission Commander (MC) in a high threat combat and training environment. Leads the operations team comprised of a Weapons Section and a Surveillance Section consisting of Air Surveillance Technicians (AST), Air Battle Manager (ABM), Weapons Directors (WD), Surveillance Technicians (ST), and Interface Control Technician (ICT). Executes the mission in accordance with Weapons Systems tasking and objectives. 5. Performs administrative supervisory personnel management duties and responsibilities as a supervisor over staff operations functions as directed by the Squadron Commander. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. 6. Performs other duties as assigned. Requirements Conditions of Employment Military Grades: O5-O5 Participation in direct deposit is mandatory. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license. CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Wear of the military uniform is MANDATORY. Qualifications NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY MEMBERS WITH BONUSES: Upon acceptance of a military technician position military members who are currently receiving a military Reenlistment/Extension Bonus (REB) or GI Bill-SR Kicker may lose incentive eligibility and may be subject to termination or suspension of incentive (includes indefinite and temporary technicians on assignment for more than 180 days in any continuous 12-month period). GENERAL EXPERIENCE Experience, education, or training interpreting, explaining, and/or applying a variety of regulations and procedures. Experience using computer and automation systems. SPECIALIZED EXPERIENCE :- Must have at least 36 months experience, education, or training arranging or procuring transportation for personnel, cargo or freight. Experience in nonroutine pre and post auditing of freight bills, bills of lading, and personnel transportation vouchers. Experience coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems. For positions requiring supervisory functions; experience which included responsibility for the supervision and management of personnel. For Supervisory Positions, add the following Specialized Experience: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
