Position Overview Provides environmental media management and control in the formulation and development of objectives and plans to ensure compliance with Federal, State, local, municipal, Department of the Navy and Department of Defense executive orders, directives, rules, regulations and laws pertaining to environmental protection, compliance, and restoration. Essential Job Function Provide base level Restoration Management support for the Installation Restoration Program (IRP) and Munitions Response Program (MRP). Notifies chain-of-command of any potential environmental violations and manages response Coordinate IR/MR (Munitions Response) remedial actions with installation/regional compliance managers to identify potential impacts to other programs. Periodically brief applicable installation staff on planned field work as well as the status and progress of ER related work and coordinate document signatures. Research historical activity records pertaining to the IRP/MRP sites. Provide on-site logistical support including: Coordinate access for off-station personnel, including regulators, community members, and IR (Installation Restoration) contractors o Coordinate fieldwork with contractors/station personnel for removal actions, site investigations, groundwater monitoring, etc. Coordinate site visits by regulators and IR contractors as part of IR site evaluations. Inspect equipment and monitoring wells to ensure equipment is operating properly. Check for vandalism and integrity of site security. Provide FEAD (Facility Engineering Acquisition Division) support during the construction phase of the cleanup including participating in pre-construction meetings to ensure environmental requirements are included in contracts. Set-up and maintain on-site and local off-site Administrative Records Establish, maintain and conduct RAB (Restoration Advisory Board) meetings at Navy installations including all logistical support. Participate in regularly scheduled Tier I partnering meetings with regulators, contractors, and other stakeholders and attend applicable Tier II meetings and ER specific training. Execute a Community Relations Plan in conjunction with and approved by the Installation Commanding Officer. Coordinate ER work/projects with key players at the installation to determine current and future land uses of sites/SWMUs/AOCs. When developing a remedy, coordinate with the installation/region to determine current and future land uses of the site. Provide reviews of plans and specification of projects to be constructed to assess impacts on the Installation Restoration Program and ensure cost effectiveness of the environmental provisions and compliance with environmental standards and permits. Ensure hazardous and non-hazardous waste shipping documentation (including manifests and generator waste profiles from IR site investigation and remedial actions) are properly done and signed. Inspect Investigative Derived Waste (IDW) containers that remain onsite to verify that they are properly labeled and do not exceed regulatory onsite storage requirements. As necessary, perform periodic inspections of IR/MR sites. Create and publish Public Notices, RAB meeting agendas, etc. Perform other related tasks, as assigned. Minimum Qualifications A Bachelor of Science Degree is required (Environmental Sciences or related field is preferred) Have extensive technical and practical knowledge of environmental management and restoration, with experience in providing environmental advice and assistance. Experience in managing Defense Environmental Restoration Programs is desired. Demonstrate the capability to provide comprehensive knowledge of NAVFAC electronic systems (e.g., NORM & NIRIS), solid remediation judgment, and the ability to understand and apply very complex federal and state cleanup regulations such as CERCLA and RCRA. Provide examples of environmental experience directly related to restoration management and is able to fully understand and operate under the National Contingency Plan. Have training and experience in Tier 1 Partnering with the Navy, State Regulatory Agencies, and contractors. In addition, contractor shall have experience with Restoration Advisory Board activities, or, demonstrate similar experience. Ability to correctly and accurately review technical plans and specifications for complex and diverse Environmental Restoration projects and make recommendations. Ability to write and speak to report on progress and outcome of technical assignments and to present recommendations. Ability to monitor Environmental Restoration projects to a successful and timely completion. Knowledge of safety and environmental principles, practices, procedures, laws and regulations as they relate to Environmental Restoration performance requirements. • Travel 10-20 days per year.
