Job Title: Network Problem Management Specialist Job Description:
The Department of Homeland Security (DHS) has a continuing requirement for Homeland Enterprise IT Secure Services and Support (HEITS) for the continued operations, maintenance and evolution of the Homeland Secure Data Network (HSDN) and the Classified Local Area Network (C-LAN). Supporting the HEITS management team, the selected individual will be responsible for providing monitoring of customer network data, applications, and operational architecture through a 24/7 Operating Center environment to ensure Service Level Agreements are met, including: Working with Telco providers, LECs, and customers in troubleshooting circuit and data issues
Answering queries by telephone and e-mail in support of customer hardware, software, network, and telecommunication systems and execution of network procedures
Provide operational support for all network components and conducts problem determinations, escalations and provides problem resolution
Primary Responsibilities Monitoring, installation, modification, testing and servicing of network equipment.
Assisting and training lower level support employees
Resolving networking/customer related concerns and issues
Supporting engineers in troubleshooting network instability
Communicating to customers and Leidos leadership of any impact to operational continuity
Possessing a comprehensive understanding of network and device relationships
Ability to effectively balance priorities and customer needs during periods of outages or moments of degradation of services Basic Qualifications HS diploma and 5+ years of experience working with networks and performing Network Administration/Troubleshooting
Must be familiar with Windows Systems administration tools and processes
Knowledge in coordinating problem resolution and working across IT functional areas
Proven ability to manage multiple tasks/events simultaneously
CCNA Certification
SolarWinds experience for network monitoring
Experience in secret and top secret network topology
Proven initiative in supporting other NOC personnel in troubleshooting network issues
Proven capacity to provide professional customer service in a 24 x 7 operational environment Preferred Qualifications

JNCIA
DHS Experience
Microsoft Certification
Taclane / Encryptor troubleshooting experience
Security+
Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education with 4 years of professional experience

Problem Management Network Specialist
It is required that the Problem Management Network Specialist Journeyman has the following qualifications:
• Familiarity with various network types including LANs, WANs, WLANs, SANs, and VoIP networks.
• Understanding of the OSI model and configuration of routing protocols such as EIGRP, OSPF, MPLS, BGP, and LDP.
• Experience with SAFe Agile and DevSecOps.
• Possess a current Secret clearance.
• Education and Experience Level: High School Diploma with 10-14 years of experience; Bachelor's degree with 4-8 years of experience; or a Master's degree with 2-4 years of experience. It is desired that the Problem Management Network Specialist Journeyman has the following qualifications:
• An active TS/SCI security clearance.
• Cisco CCNA, CCNP, CCIE, Juniper JNCIA, JNCIS, or JNCIE, ITIL v3 Practitioner or ITIL v4 equivalent Foundations, and/or CISSP.
• IT Certifications such as Security +, CISSP, etc.
• SAFe certified.
• ITIL v4 equivalent. Provides ongoing network support, addresses availability issues, overcomes performance problems and provides overall Tier 2/3 Service Desk support. Manages network performance, diagnoses performance problems and undertakes tuning activities to ensure network performance meets SLR requirements. Troubleshoots and resolves problems to ensure quality transmission service on the network. Reports on overall network performance including frequent problems, underlying issues and plans to improve network availability, performance and problem resolution. Trains users, maintains, creates and deletes user accounts. Maintains and updates system security plans on all platforms. Implements and coordinates network policies, procedures and standards.
