Job description

Duties You will provide leadership as well as individual research and investigations. You will be expected to write proposals and lead research efforts as a Principal Investigator in addition to section head responsibilities. You will coordinate scientific and technical work with available funds, manpower, and facilities to maintain balanced programs. You will conduct research and development focused on transition of basic and applied research to operational Navy, Marine Corps, and Intelligence Community uses. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. You will be required to lift items from 15 to 45 lbs in weight. Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS 11-13 grade level or NP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Expert knowldege of new technologies and advances in oceanographic sensors and hydrographic surveying; 2) Expert knowledge of manual and automated techniques for analysis of airborne and space based environmental reconnaissance; 3) Expert knowledge of geographic information system tools and related software applications; 4) Skill in the management of long-term, broadly based scientific research programs including workforce development and marketing of research and development; and 5) Ability to supervise a group of scientists, assess their performance, and create employee development and improvement plans. This position has a Selective Placement factor that will be used to screen out ineligible candidates. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education 1301 series: Advanced Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or Combination of education and experience education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. 1360 series: Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences. or Combination of education and experience course work as shown in A above, plus appropriate experience or additional education. Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics. 1550 series: Advanced degree in computer science or advanced degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Transcripts must be submitted to verify all education claims.
