Job description

Duties Major Duties: This is not an all-inclusive list A SAFETY AND OCCUPATIONAL HEALTH SPECIALIST, GS-0018-9, 1. Serves as the State, Territory, District of Columbia Safety and Occupational Health Specialist in the maintenance of a comprehensive ground and explosives, safety program for the State. Provides quality actions for the sustainment of State ARNG Safety and Occupational Health Management Systems (ASOHMS) within the broad framework of statutory public law, DOD, Army, and National Guard policy, goals, and objectives. Implements plans, methods, and processes to improve safety in the workplace and off-duty environments. Reduces preventable mishaps in the preservation of ARNG personnel, equipment, facilities, and resources. The SOH Specialist executes developmental functions of a complex SO&EH program for a broad occupational field involving a wide variety of changing, high risk operations, environmental conditions, and hazardous materials. Provides reviews and updates the State SOH Plans and Standard Operating Procedures. Provides functional area technical assistance to the following areas: SOH installation inspections and evaluations, Workplace Operations, Hazard communication programs, Industrial operations (lockout/tagout, confined space, fall protection), Emergency planning and response, Safety Training and Education of SOH programs consisting of training needs assessments of subordinate organizations mission and operational needs. Community, Off-Duty Recreation, and Seasonal Safety, Public, family, child, and youth safety, Tactical Operations, Tactical safety, Force mobilization, Transportation Safety, Motor vehicle mishap prevention, Maritime activities, Safe cargo operations, Explosives Safety, Range Safety Operations, Electrical Safety, Fire and Emergency Services Safety, and Contract Safety. Receives direction and guidance from the supervisor or safety and occupational health manager for continuing or individual assignments, limitations, quality and quantity expected, deadlines, and priority of work. Assignments cover a wide range of work operations and environmental conditions involving a substantial number and diversity of hazards; or a wide variety of independent and continuing assignments in a specialized area of safety and occupational health that have exacting technical requirements. The assigned duty is planned and performed within a framework of applicable instructions, policies, formal and on the job training experiences and accepted safety and occupational health practices. Additional, special instructions for new, difficult or unusual assignments including new techniques to eliminate or control particular hazards are provided. Completed work is reviewed to assure that methods used are technically correct and in compliance with instructions or accepted procedures. (25%) 2. Performs inspections of daily operations and workplaces requiring a degree of physical exertion and considerable standing, walking, climbing, bending, crouching, stretching, lifting of moderately heavy objects, reaching or similar movements. Conducts safety and occupational health surveys of offices, storage areas, and industrial areas to determine compliance with applicable occupational safety standards. The use of Personal Protective Equipment and clothing may be needed to conduct surveys involving recurrent exposure to hazards and discomforts, moving machine parts, shielded radiation sources, irritant chemicals, acid fumes, physical stresses, high noise levels, adverse weather conditions, and high temperatures. Identifies hazards and evaluates initial risk potential for harm to employees, the general public, damage to equipment and resources, and provides technical assistance to managers, supervisors and employees necessary to achieve safe and healthy working conditions. The work typically requires interpretation of a variety of occupational circumstances to adapt known control or protective measures to eliminate or minimize hazardous situations. (25%) 3. Reviews safety standards, directives, and regulations received from higher headquarters and adapts them to local needs. Prepares and revises safety instructions and guides that are relevant to contractor and subordinate installation employees. Develops training material for specific external installation problems. Conducts safety training for supervisors and employees in accordance with all applicable regulations. Provides written material such as charts, mishap analysis and instruction guides. (20%) 4. Performs or participates in mishap investigations involving Army personnel, equipment, property, or operations. Utilizes the Army Safety Information Management System (ASMIS) to upload mishap reports. Interviews witnesses and supervisors to gather factual data (15%) Performs other duties as assigned. Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT Minnesota National Guard Membership is required. if you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position. Applicants who are not currently a member of the MN National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Selectee will be required to wear the military uniform. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Must be able to obtain and maintain the appropriate security clearance of the position. Most MNNG position are covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Must be able to obtain and maintain the appropriate security clearance of the position. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Required to handle and safeguard sensitive, personal, and/or classified or information covered under privacy act laws in accordance with regulations to reduce potential compromise. MILITARY COMPATIBILITY: Upon selection, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law, regulation, Presidential order or other authority. Suitability is dependent upon the particular requirements for security clearance, sensitivity level, and DOD IT network access. Items checked include, but are not limited to all criminal history record information, employment history, education and fiscal accountability/responsibility. The individual selected must be assigned to a compatible military position and must also maintain satisfactory membership in the Minnesota Army National Guard. Qualifications In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. MILITARY GRADES : ENLISTED (E4-E7) / WARRANT (W1-W3) Failure to obtain a compatible MOS may result in termination of employment. GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS : At least 1 year equivalent to at least next lower grade level (see above) experience, education, or training performing periodic onsite surveys, to determine compliance with applicable occupational safety standards. Prepared or revised safety instructions and guides. Advised personnel of appropriate safety and occupational health measures to control or eliminate hazardous operating processes which may cause mishaps. Investigated mishaps, obtained statements from witnesses, and photographed mishap scenes. Recorded circumstances of mishaps and extent of injuries, prepared final report(s) of findings with recommendations to correct the unsafe acts or conditions which caused injuries or property damage. Performed, as a team member, specified survey work to identify and evaluate hazardous and nonhazardous work and conditions. Applied conventional survey techniques to complete relatively uncomplicated evaluations. Made recommendations concerning corrective procedures where the potential for injury or property damage exists or current procedures do not achieve the desired results or modify/cancel the corrective procedures are no longer appropriate for situations encountered. This position requires training and experience to meet Army PCSOH, PCES credentials (or equivalent) within two (2) years of appointment. Training and experience provide competency of the given occupational series and functions to ensure compliance with the provisions of standard practices for a certificate program as cited in the American Society for Testing and Materials (ASTM) E2659-18 Standard Practice For Certificate Programs and AR 385-10 training requirements.
