Job description

Duties Develop analysis action plans by identifying and defining scope of problem, choosing appropriate metrics and analytic techniques, directing data gathering, and preparation. Responsible for data collection, organization and analyses. Redefines or further defines major and critical problems and identify solutions for solving organizational issues through data analysis. Conducts analysis of programs, policies, and processes for the US Army Combat Capabilities Development Command (DEVCOM) Ground Vehicle Systems Center (GVSC). Manages command personnel data architecture and human resources enterprise software establishing standard processes and practices for maintaining and reporting personnel data. Designs, develops, and implements techniques to analyze issues associated with human capital forecasting and integrate into the execution of Manning Table Allowance Plan. Responsible for creating, managing, tracking, coordinating, distributing and reporting all statistical reports required to execute DEVCOM GVSC mission. Selects and utilizes various tools to manage, queries/extract, gather, and analyze data of short and long range organizational competency requirements and capabilities to identify competency gaps. Uses a variety of automated systems and computer applications, such as Defense Civilian Personnel Data System (DCPDS)/Employee Management, Processing and Recruitment System. Specialized Experience: Your resume must clearly describe at least one year of specialized experience equivalent to the DE-02, higher-end of the Pay Band equivalent to GS-11 grade level in the Federal service which includes: Experience in assessing program development or execution and improving organizational effectiveness and efficiency; experience in resolving system and technical problems. Experience providing analysis and advising on higher authority policies/regulations for their impact on organizational programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE 02/GS-11). This position is part of the Combat Capabilities Development Command (CCDC) Ground Vehicle Systems Center (GVSC), Science and Technology Reinvention Laboratory Personnel Management Demonstration Project. CCDC Ground Vehicle Systems Center (GVSC) is participating in an alternative personnel system known as the Personnel Management Demonstration Projection. The DE-03 pay band is equivalent to the GS-12 step 1 through GS-13 step 10 grade levels.
