B ASIC DUTIES: The incumbent is employed as a Facility Assistant Supervisor in the Chancery to manage and supervise the American workforce in the maintenance, operation, alterations, and custodial services of the CAA areas of the Embassy. The incumbent will ensure timely completion of work orders generated by the Global Maintenance Management System (GMMS). The incumbent attends required meetings, approves time sheets, and manages schedules to ensure proper staffing. During the absence of the Resident Manager the incumbent may be the Acting Resident Manager. MAJOR DUTIES AND RESPONSIBILITIES (INCLUDE BUT ARE NOT LIMITED TO): Work Supervision: Manage under the technical direction of the Facility Supervisor and the Department of State S/D Facilities Managers (DOS FM) all maintenance, repair, renovation, minor alterations, new work projects, and custodial services for the Chancery. Ensure the accomplishment of all the planning and work necessary to clean, operate, maintain, repair and perform minor renovations and new work projects to the Embassy and Consulate Compounds to a high standard. Manage the preventative maintenance program and the processing of work orders. Supervise and monitor the tracking of materials inventory, requisitioning and issuance of Government-furnished materials and equipment. Assist conducting the annual hazards analysis of the Embassy building systems and grounds. Prepare and implement safety procedures for hazardous tasks. Establish procedures and duty schedules for daily work and rapid response to emergencies on a 24-hour basis. Personnel Supervision: Provide instruction, direction, and supervision to the American contractor workforce of 5 personnel through the supervisory chain of command. Oversee development and adherence to work schedules for maintenance, operations, new work, and custodial services. Assign development of schedules to competent personnel within each area. Evaluate performance of American Chancery team members. Schedule any necessary on-the-job-training. Ensure that all American work activities are conducted in conformance with generally accepted safety standards and all post security requirements. Reports: Maintain and make available to the Government, a file of all facility inspections conducted, noted deficiencies, and corrective actions taken. Prepare and submit required reports to the DOS FM and Facility Supervisor (FC). During the absence of the FC, may perform the duties of Facility Supervisor. This specifically includes supervision of timekeeping, payroll, and has signature authority of the RC. QUALIFICATIONS: Incumbent will have completed secondary school or obtained a General Educational Development (GED). Incumbent must have oral and written communication skills sufficient to produce employee evaluations and written reports for upper management and to brief upper management on project status. An associate or bachelor's degree in architecture, engineering, construction or management is preferred. Experience and a license in Heating Ventilation and Air Conditioning (HVAC), Electrical or Plumbing at the Journeyman and Foreman level are highly desirable. A minimum of five years' experience in the management and administration of facilities Operation and Maintenance (O&M) is required. This experience shall include the areas of mechanical, electrical, plumbing, refrigeration, HVAC, structures, and custodial services. This experience must also include five years of experience supervising and directing large workforces including supervision of 25 or more individuals is preferred. Experience with computerized maintenance management systems, work control, logistics, and energy conservation are required. Experience with Microsoft Office programs is required. Top Secret clearance is required.
