Job description

Data Scientist & Implementation Specialist This position requires an active Public Trust clearance. The Data Scientist & Implementation Specialist will support the Armed Forces Health Surveillance Division (AFHSD) Global Emerging Infections Surveillance (GEIS) Branch efforts to coordinate infectious disease surveillance data collection, management, analysis, and visualization activities within the Department of Defense (DoD) in order to provide early detection, prevention and response to infectious disease threats of military relevance. Successful candidates will have strong data science, management and analysis skills and experience working with U.S. government agencies, such as the DoD. Compensation & Benefits: Estimated Starting Salary Range for Data Scientist & Implementation Specialist: $90,000 to $100,000 annually. Pay commensurate with experience. Data Scientist & Implementation Specialist Responsibilities Include: Collaborate with cross-functional teams and subject matter experts to collect requirements and integrate data analysis results into business processes and decision-making. Design and implement data visualizations and Tableau dashboards to communicate findings and insights digestibly to largely military/DoD stakeholders. Apply data science principles and techniques to analyze data from various sources and topic areas. In collaboration with GEIS staff, replace data source connections in existing Tableau workbooks with the appropriate data warehouses in AWS Redshift. Once the data lake infrastructure has been established, work to automate data download pipelines from DHIS2 for aggregation and downstream analyses. Software Implementation Duties Creating a project plan for each client, detailing the tasks that need to be completed for the timely implementation of DHIS2 instances. Educating clients on how to use DHIS2 and customized system features. Instruct users on DHIS2 on an individual or group basis. Work with BAO Systems DHIS2 experts and provide technical support on DHIS2 software management, software maintenance, monitoring of implementation, supportive supervision, in-time feedback, technical troubleshooting, and on the job training as necessary. Assist in coordinating responses to requests for information (RFIs), including providing relevant data to GEIS staff for analysis. Communicate with GEIS partner organizations in the U.S. and overseas to understand their data collection, management, analysis, and reporting processes. Support the development of routine surveillance reports, publications, presentations, talking points, and timely information products based on GEIS-funded surveillance for DoD leaders and other stakeholders supporting FHP. Support GEIS partners while developing manuscripts and reports for DoD stakeholders and peer-reviewed publications. Provide programmatic support as requested by the GEIS Program Manager, including reviewing and revising documents and other deliverables. Performs other job-related duties as assigned Data Scientist & Implementation Specialist Experience, Education, Skills, Abilities requested: Bachelor's or Master's degree in Computer Science, Information Science, Health Science or relevant field and at least 2 years of practical experience in data science/analysis. Professional, Associate, and Specialty AWS Certificates will also be considered. Proficiency in various programming languages, especially R and SQL. A minimum of 1 year of experience developing Tableau dashboards. Demonstrated experience using clear and concise writing and presentation skills to explain complex data or systems to non-subject matter experts. Proven ability to train external clients on a new software system. Demonstrated experience supporting Federal clients, particularly DoD. Knowledge of development, use, and integration of DHIS2. Preferred: Hands-on experience with Amazon Redshift and Amazon S3. Preferred: Experience using Smartsheet. Preferred: Active Secret clearance; applicants selected will be subject to a U.S. Government security investigation and may be required to obtain a Secret clearance. Demonstrates ability to quickly learn and adapt to new software systems and technologies. Expresses oneself clearly in conversations and interactions with others; listens actively.
