Job description

Duties You will technically and administratively direct and supervise a professional force of IT specialists, engineers, scientists, etc. You will be responsible for managing personnel skills and processes as well as overall conduct of the branch. You will negotiate with team leads to assign technical personnel for specific project and adjust such assignments as needed. You will function as a subject matter expert, who will provide technical direction and guidance for planning, designing, coordinating, conducting, and reporting of Cyber Developmental, Test, and Evaluation efforts of installed aircraft systems. You will interview candidates for positions in the unit/department. You will evaluate work performance of subordinates and recommend official performance ratings. You will accomplish other duties as assigned. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. Successful completion of a pre-employment drug test (including marijuana) is required. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area of Cyber Workforce Developer and Manager (751) at the advanced level within 12 months of appointment. Qualifications Your resume must demonstrate at least one year of specialized IT Specialist (INFOSEC) work experience equivalent to the NM-04 STRL Pay Band or equivalent GS-Grade Level (GS-13/14) in the Federal Service or equivalent experience in the private or public sector. Examples of specialized experience includes: 1) Demonstrating progressive knowledge of and skill in applying information systems security principles, concepts and standards, including knowledge of new IT security developments; 2) Applying in-depth working knowledge of computer and information protection specialties and facilitating technologies and hardware/software products including common operating systems, network protocols, protection software, firewall design and operation, database management systems security tools, common network devices, and authentication/identification; 3) Demonstrating job related experience and understanding of flight testing and evaluation for aircraft weapons systems; 4) Providing information and guidance on how to build Cyber Security (CS) protections into proposed acquisitions from earliest stages of development, through follow-on support; 5) Defining and identifying operational capabilities and design characteristics for CS elements including hardware/software and business processes; 6) Overseeing and/or assigning work assignments to subordinates, based on organizational priorities, selective consideration of difficulty and requirements of assignments, and/or capabilities of employees; 6) Coordinating with internal and external contacts to develop immediate and future solutions in support agency mission; and 7) Directing the planning resources to accomplish assigned program goals and objectives. Additionally, your resume must reflect that you have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined below: 1. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
