Job description

The WPSA is the first comprehensive law to promote the meaningful participation of women in overseas conflict prevention, management, resolution, relief and recovery. The WPSA requires the U.S. President to submit to Congress a new Women, Peace, and Security (WPS) strategy every four (4) years. Additionally, the law specifically directs the DoD to ensure, among other things, training for personnel in conflict prevention, peace processes, mitigation, resolution, and security initiatives that address the importance of participation by women, as well as implement strategies and best practices for ensuring meaningful participation by women. USCYBERCOM requires enterprise-level and Directorate-level business area support in the development and implementation of a WPSA strategy for USCYBERCOM. Support the program lead for the incorporation of WPSA mandates into the activities and mission areas that support the development of the joint cyber force, planning, operations, training, and education. Assist the WPS program lead with the integration of WPS principles in accordance with emerging DoD implementation guidance. Support initiatives to incorporate WPS considerations into policy, campaign, and contingency planning and theater strategies and the collection and reporting of WPS metrics to a governmental agency. Develop plans to integrate WPS principles into the Security Cooperation activities with partner nations, in conjunction with the WPS program lead. Support the coordination of overseas travel for international meetings concerning WPS, develop training modules and programming for headquarters and subordinate command staff, as required and facilitate the integration of WPS initiatives in command activities with partner nations, including operations, exercises, security force assistance, and engagements. The employee shall provide the following support to the command's WPSA support:
• Coordinate with JS and command J-Directorates, as appropriate, to support WPSA-relevant planning efforts.
• Coordinate and make recommendations to integrate into USCYBERCOM plans the requirements, objectives, and priorities of WPSA initiatives.
• Review draft and proposed WPSA-relevant updates to the Unified Command Plan, rules of engagement, Global Employment of the Force, U.S. legislation, Joint Capabilities Integration Development System (JCIDS) documents, and other similar issuances, for correctness and consistency with USCYBERCOM and DoD goals with respect to the WPSA, and make specific recommendations for change, if applicable.
• Participate as a WPSA SME in boards, committees, and working groups with J-Directorates, JFHQs and DRUs, JS and DoD on matters related to WPSA that will assist in development of a Command strategy and policy.
• Coordinate and make recommendations to Government leadership on process changes to optimize efficiency and effectiveness as well as on new product/service offerings to enhance support for the WPSA effort. Basic Qualifications:
Education: Bachelor's Degree in a technical or business field Experience:
• 5 years of experience in working with the Women, Peace, and Security Act (WPSA)
• Experience with reviewing draft and proposed WPSA-relevant updates to the Unified Command Plan, rules of engagement, Global Employment of the Force, U.S. legislation, and Joint Capabilities Integration Development System (JCIDS) documents for correctness and consistency with USCYBERCOM and DoD goals for the WPSA and making specific recommendations for change, if applicable
• Experience in coordinating with the government to support WPSA-relevant planning efforts, as appropriate
• Experience with coordinating and making recommendations to integrate the WPSA into USCYBERCOM plans for the requirements, objectives, and priorities of WPSA initiatives
• Completion of Joint Staff-certified Operationalizing WPS 100 training or a WPS Gender Focal Point Course provided by a partner military Additional Qualifications desired:
• Experience with Joint or Combatant Command Staff
• Possession of excellent verbal and written communication skills
• Experience with working at a major headquarters staff level
• Ability to pay strict attention to detail
• Possession of excellent organizational, analytical, and problem-solving skills
