Summary You will serve as a Management Specialist (Contracting Officer Technical Representative (COTR for developmental information operations systems. This position is located in Fort Meade, MD for NAVY CYBER WARFARE DEVELOPMENT GROUP. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status. Duties You will coordinate with customers within and external to NCWDG to refine system requirements documentation, review statements of work and develop work breakdown structures (WBS) for the development of cyber and radio frequency (RF) capabilities. You will oversee development of system designs, hardware prototypes, software tools, and laboratory and field test plans. You will monitor and report capability development status, including technical and programmatic risk areas, schedule changes, and cost variations. You will coordinate with finance and contract personnel to ensure timely execution of funds within approved timelines. You will review technical documentation and perform analyses of system performance. You will be responsible for the development of acquisition plans and program briefs to document the plans and current status of the program and associated contracts. You will serve as the Contracting Officer Representative (COR), performing the technical or administrative functions needed to ensure the contractor provides quality products and services according to their contracts. You will monitor the technical and administrative aspects of the contractor's performance during the life-cycle of the contract. You will be responsible to fully understand the scope of your delegated responsibilities and the limitations of your authority. Requirements Conditions of Employment Must be a US Citizen. A successfully completed Counterintelligence (CI) scope polygraph examination with No Deception is required. This position is a DoN Acquisition position. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. • Coordinating with internal and external customers to refine system requirements documentation, review statements of work, and
develop work breakdown structures (WBS) for the development of cyber and radio frequency (RF) capabilities; 2. Identifying and selecting vendors and contractors for projects to then develop work packages and purchase requests for contracting work; 3. Overseeing the development of system designs, hardware prototypes, software tools, and laboratory and field test plans in accordance
with organizational standards; 4. Applying project management fundamentals in developing schedules and execution plans to meet project milestones.
