Qualifications VNE, LLC is looking for a TS/SCI Cleared All Source Analyst Senior Level Minimum Qualifications: Education: Master's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; or have Bachelor's degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Master's degree. Experience: Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years. Demonstrates working knowledge of the concepts involved in the specific functions outlined in the specified labor category description. Knowledgeable of and demonstrates ability to apply IC and DoD classification guidelines and procedures. Demonstrates ability to use logic and systematic approaches to gather, evaluate, and synthesize multiple sources of information. Demonstrates ability to use logic when evaluating and synthesizing multiple sources of information. Demonstrates ability interpreting analysis to include, but is not limited to, its meaning, importance, and implications. Demonstrates ability to defend analytic judgements with sound, logical conclusions and adapt analytic judgments when presented with new information, evolving conditions, or unexpected developments. Demonstrates ability to produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic / soft copy matrices and / or web-enabled formats. Demonstrates ability to communicate complex issues clearly in a concise and organized manner both verbally and non-verbally; with strong grammar skills. Demonstrates proficiency using Microsoft Office tools. Demonstrates ability to develop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols. Demonstrates ability to recognize nuances and resolve contradictions and inconsistencies in information. Demonstrates ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution. Demonstrates in-depth knowledge and understanding of the labor category activities required to meet mission requirements. TS/SCI level Clearance required. Must be able to obtain CI Polygraph Job Description: Conducts analysis using intelligence and information from multiple sources to assess, interpret, forecast, and explain a range of national security issues and developments that are regional or functional in nature. Provides all-source analytic support to collections, operations, investigations, and other defense intelligence analytic requirements. Provides requisite expertise and assistance in the creation of collection strategies, postures, and plans in order to meet USCYBERCOM Intelligence and information gaps. Possesses experience, is knowledgeable in all source intelligence collection management systems, databases and processes (e.g. SIGINT, HUMINT, MASINT, CI, OSINT, IMINT, GEOINT, TECHINT) and be familiar with USCYBERCOM and subordinate organizations' structure, role, and command relationship. Crosswalks tactical requirements to strategic objectives. Assists in validating, coordinating, drafting, submitting, and maintaining formal USCYBERCOM Cyber Intelligence requirements and information requests through USSTRATCOM to the Intelligence Community. Uses intelligence collection and requirements tools and databases, to include Coliseum, HOTR, NHRTC, and OSCAR-MS. Participates in strategic boards, bureaus, committees, centers, and working groups (B2C2WG) in order to effectively assist in the planning of standing and ad hoc collection efforts, de-conflict and coordinate Intelligence and information needs and requirements that cross organizational boundaries, and facilitate joint collection efforts at the strategic and operational levels. Assists in managing requests for collection operations Coordinates asset and resource availability Develops operational plans to satisfy intelligence requirements. De-conflicts time sensitive requirements among mission partners in collaboration with CYBERCOM J2 personnel as needed. Assists in the planning and management of organic collection assets through the Intelligence, Surveillance, and Reconnaissance planning process. Coordinates non-organic collection activities supporting USCYBERCOM. Validates, de-conflicts, and consolidates Intelligence requirements for operationally controlled (OPCON) service cyber components and Cyber Mission Forces (CMF). Develops, revises, and maintains the Command Priority Intelligence Requirements as well as support the collection planning of Intelligence Planning Teams and other operational planning groups within the command. Provides subject matter and technical expertise in GEOINT Information Management Services (GIMS) for the development and sustainment of a GEOINT collection requirements portfolio and associated management function within the JIOC. Understands J2's role in executing USCYBERCOM's collection management authorities as governed by delegated SIGINT authorities and how those authorities are extended to the CMF via tasking and guidance in accordance with mission alignment. Develops Collection Management strategies for USCYBERCOM's JFHQ-Cs and CNMF-HQ and collaborate with NSA for appropriate mission alignment. Essential Duties of the Job: Ability to communicate task requirement information to client in a clear and concise manner. Must be able to sit and stand for prolonged periods of time, as well as lead and participate in meetings and working groups. Requires visual acuity to use a keyboard. Must be able to attend work each day, during scheduled hours, unless on travel or approved time off.
