Strategic Cyber Operations Planner
X8 seeks a highly skilled and experienced Cyber Operations Planner a new team, working match emerging technologies and processes with mission requirements from JFHQ-Cyber (Air Force). The ideal candidate will possess a deep understanding of military planning processes, strategic planning, combined with a strong background in cyber operations. This role requires a proven track record of successful planning and prior experience at the COCOM level, specifically within the USCYBERCOM J5 or J3 directorates. The selectee will work within a team of X8 and government experts in cyberspace operations to build new CONOPs, draft strategic plans and assist operational teams in meeting long term mission requirements. cyber operations expert with demonstrated skills in tactical operations, mission planning, CONOP development, capability pairing, mission analysis and access generation. The selectee will evaluate and recommend TTPs, COAs, CONOPs and evaluate mission OPSEC considerations in support of current operations. The Cyber Ops Expert will assist various Combat Mission Teams (CMTs) in documenting and refining CONOPs by considering capabilities and tools delivered to assigned to Joint Force Headquarters (JFHQ-C) and identify potential deficiencies or opportunities to improve operational outcomes. X8 employees work with a smart, dynamic and growing DoD customer, actually changing how cyber operations are conducted. This position directly supports operations and the fielding of operational capabilities being deployed now. Position Duties: • Guide the development and selection of successful strategic plans, CONOPs, OPSEC measures and partnerships by leveraging years of working in cyber operational environments.
• Bridge the gap between capability development, operations and strategic plans by keeping operational units and government customers informed of development efforts that could better support their needs.
• Develop, refine, and execute comprehensive cyber operations plans in alignment with overarching military objectives.
• Collaborate with cross-functional teams to integrate new cyber capabilities into operations.
• Provide expert advice and recommendations to senior leadership on cyber-related planning considerations. • Participate in the development and implementation of cyber policies and procedures.
• Work with multiple units to understand and recommend possible COAs for operations, capturing the expected outcomes, limitations, and extent of those operations. • Educate CMTs members about the opportunities new and emerging USCYBERCOM capabilities bring to mission planning. Ensure mission planning leverages new automated processes saving valuable time and resources. • Provide informed advocacy, writing, and teamwork with other cyberspace SMEs to help think beyond normal boundaries to problem solve deployment issues with your teammates and JFHQ-C AF. Propose solutions that meet or exceed the needs of the customer. Position Requirements:
• Familiarity with a broad range of topics in cyber space operations including operations, analysis, development, information technology, requirements refinement, architecture, networking and/or systems analysis (highly desired).
• Strong experience in military planning, with a focus on COCOM-level operations. • Proven track record of successful planning and execution within the USCYBERCOM (J2, J3 & J5 experience highly desired) • Understanding of cyber operations, including offensive, defensive, and information operations.
• Strong analytical and problem-solving skills.
• Familiarity with JIRA and Confluence and related tools
• Strong communication skills and the ability to work with technical and non-technical leaders • Understanding of DoD and/or IC cyber operations processes Education/Experience:
• 10 years relevant experience working in USCYBERCOM, NSA or other IC partners in cyberspace operations, J5 plans, future planning, J35 operational planning, OPTs, analysis, cyber defense and/or capability development
• Advanced degree in a relevant field (e.g., National Security Strategy, Cyber Security highly desired). • BS or MS in a technical field like; Systems Engineering, Computer Science, Electrical Engineering, Information Systems or Software Engineering also preferred).
• No Degree? No worries - three (3) additional years relevant work experience as described above
• Familiarity with intelligence analysis and production processes.
• Certifications in cyber-related fields Clearance: • TS/SCI/Poly required for immediate consideration Location: Fort Meade, MD Travel: This position will operate primarily out of Fort Meade, MD area, with some travel to sites in the local area. Travel to San Antonio, TX may be required once or twice a year.
