Job description

Duties You will serve as the NSWCCD Scientific and Technical Intelligence Liaison Officer (STILO) in the Intelligence Support Branch (Code 7013). You will be aware of ongoing and planned command projects to ensure they receive appropriate intelligence support. Act to obtain and disseminate valid and current intelligence. Provide feedback to the intelligence community. You will inform command leadership of threat intelligence and threat based technological developments that impact the command's mission and projects. You will communicate with the intelligence community on required intelligence production that supports NSWCCD's mission and projects. You will assist the intelligence community with obtaining technical expertise held by the NSWCCD employees. You will maintain liaison with STILOs at other commands. You will coordinate NSWCCD's involvement in foreign materiel acquisition and exploitation, including the submission of requirements for acquisition and exploitation. You will serve as the command point of contact for the Foreign Military Intelligence Collection Activities Program. Requirements Conditions of Employment Must be a US Citizen. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. Qualifications This is an interdisciplinary position and may be filled by a General Engineer (0801-series), Mechanical Engineer (0830-series), Electrical Engineer (0850 series), Naval Architecture Engineer (0871 series), or Physics (1310 series) depending upon the qualifications of the candidate. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the ND-4 pay band (GS12 and GS13 equivalency) in the federal service or equivalent experience in the private or public sector as a professional engineer or scientist providing technical project management by intelligence gathering, processing operations or analysis for an organization. Education Applicants must meet at least one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: For the 08XX, Professional Engineering Series: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. For more information, please visit: OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. For the 1310, Physics Series: Successful completion of a bachelor's degree or higher in physics; or related degree that included at least 24 semester hours in physics. Courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound. OR Successful completion of a combination of education and experience courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. Additional information This position is part of the Warfare Centers Personnel Demonstration Project. The ND-05 pay band encompasses positions equivalent to GS-14 and GS-15.
