Responsibilities Noblis is seeking a Policy and Strategy Analyst Subject Matter Expert (SME) to support an Intelligence Community (IC), mission-focused program within a challenging and dynamic setting located in Bethesda, MD. Successful candidates in this position will collaborate with a diverse group of individuals across the Intelligence Community, Department of Defense, and Private Sector, and will directly contribute to the development and implementation of policy and strategy. Primary Responsibilities Include: Keep abreast of IC and DoD data and related strategies, business goals, objectives, and performance targets, and make recommendations to keep the Sponsor's strategy aligned accordingly. Craft the next IC Data Strategy and develop implementation plans and key performance indicators. Engage with stakeholders. Assist government client with programmatic goals and objectives, schedules, and reports to high-level government officials. Communicate technical topics to non-technical senior audiences. Portfolio Management - monitor and analyze portfolio data and present findings and recommendations to aid sponsor decision-making, to include proposed strategies and/or roadmaps; identified risks, gaps, and dependencies; alignment with the strategic framework and priorities; and funding and related program issues. Performance Management - ensure the strategy is effectively and efficiently pursued, using best practices and benchmarking in business and mission analytics. Review and evaluate existing IC policy, identify gaps. Required Qualifications Active TS/SCI with Counterintelligence (CI) Polygraph. Requires a Bachelor's degree and 12+ years of prior relevant experience OR Master's degree with 10+ years of prior relevant experience. Draft products that reflect strong writing and grammatical skills. Experience writing policy. Working knowledge of data and AI topics. Skilled in developing collaborative information and knowledge-sharing networks to build alliances with colleagues and counterparts within area of expertise. Work with senior leaders in a diverse, fast-paced, and multi-tasking environment to manage competing priorities. Desired Qualifications Demonstrate strong communication, analytical, and organizational skills. Detail oriented, with the ability to consistently deliver high-quality products in a timely fashion. Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.
