Job description
Duties You will identify instructional concepts and materials required for Interactive Courseware programs to assist Project Officers and producers in their Interactive Courseware design and production efforts. You will oversee contractor developed Interactive Courseware programs to ensure compliance within contract technical specifications and instructional quality of the produced courseware. You will consult with and assists the Division Head in assessing new and existing training requirements at BUMED training activities that may best be accomplished with Interactive Courseware. You will review Interactive Courseware development and evaluation methodologies and recommends change that will lead to improvements. You will serve as an educational consultant, on Interactive Courseware programs for Commanding Officers, academic directors and instructors of all BUMED activities. You will design and develop Computer Managed Instruction methodologies for tracking, collecting, and analyzing performance data of Interactive Courseware trainees and interpret the statistical analyses of the data. Qualifications GS-12: In addition to the Basic Requirements for this position, to qualify for the GS-12 grade level your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience designing, developing, implementing, and evaluating the instructional systems aspects of Interactive Courseware programs; Experience developing, implementing, and evaluating Interactive Courseware programs using computer languages (such as HTML5/CSS, JavaScript, and/or other front-end technologies); and Experience coding and deploying web-based applications in a Cross-Platform, Cross-Browser Environment. GS-11: In addition to the Basic Requirements for this position, to qualify for the GS-11 grade level your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience designing, developing, implementing, and evaluating the instructional systems aspects of Interactive Courseware programs; Experience developing, implementing, and evaluating Interactive Courseware programs utilizing Git, GitHub, photoshop, and/or other multimedia development software; Experience writing and maintaining Web Applications; and Experience training staff personnel, instructors, and other educational department personnel in the use and implementation of Interactive Courseware programs. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In lieu of specialized experience for the GS-11 grade level, you may qualify with the following education or combination of both education and experience: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. The education must have provided the knowledge, skills, and abilities necessary to do the work.
