Position Overview The PLEX (Planning and Exercise Cell) PM will provide direct support to the Task Order Sr. Program Manager for the Joint Cyber Training Enterprise, one of the largest leading cyber training and operations platforms in the world. The incumbent will help lead the PLEX in support of the Cyber TRIDENT program, with teams that support the development and maintenance of content located on the enterprise cyber training platform. PLEX PM will provide overarching leadership and direction of all PLEX activities and staff personnel. Position location is Annapolis Junction, MD and full time on-site. Responsibilities The PLEX PM is responsible for the overall team, to include: Supervising JCTE Staff level personnel
Developing and executing project schedules
Prepares Staffing Plans, Program Management Plans, to support PLEX operations.
Develop Quality Assurance Programs for all products and services.
Assigning tasks and responsibilities to team, tracking status and ensuring tasks are completed on schedule and within budget.
Acting as the single point of contact for all PLEX, issues or concerns
Performing horizontal integration planning and execution activities
Interfacing frequently with other corporate functional areas such as subcontracts, project control, and support personnel
Ensuring technical solutions and schedules are implemented effectively and efficiently throughout the PLEX.
Overseeing the development, testing, documentation, fielding and support of complex cyber and IT training systems and equipment
Ensuring the highest quality of task completion, meeting contractual performance criteria and deliverables in accordance with the contract
Responsible for developing long-term and strategic objectives to help ensure that end user requirements will be satisfied in future years of the contract.
Facilitate all aspects of the Joint Event Lifecycle (JELC) including Concept Development Conference, Initial, Main, and Final Planning Conferences, MSEL conference, and logistics, for multiple exercise work streams occurring at the same time.
Support Mission Readiness Reviews, including coordination, distribution list maintenance, and follow-on action tracking and support.
Develop and maintain schedules and battle rhythms for all conferences, events, and VIP activities.
Coordinate logistics including scheduling facilities, as well as equipment and force movements.
Develop Task Evaluation and Observation Worksheets and assist with post-exercise activities.
Provide readiness support including development of schedules and battle rhythm for Mission Readiness Reviews (MMRs).
Facilitate development of After-Action Reports (AARs), develop and maintain distribution lists including administrative control, and assist with analytics and trend analysis.
Implement the Joint Training System (JTS) through Joint Training Plan development.
Measure training outcomes against overall Command readiness and contribute substantive content to the development of Command Readiness Reports.
Satisfy ad hoc tasks in execution of Commander's Cyber Mission training priorities. Required Experience/Qualifications Bachelor's degree required in business management, finance or accounting, and advanced degree/studies preferred or completion of a military technical training school.
Minimum of High School Diploma. Bachelor's degree or higher desired
Fifteen (15) years of Department of Defense leadership experience can be substituted for degree.
A minimum of 5 years of experience managing complex, projects and programs for the federal government.
PMP or equivalent (highly desired)
Experience managing software development projects, using agile principles and methods.
Minimum 10 years of experience as an Intel Analyst, with a cyber or SIGINT support to cyber focus
Extensive cyber exercise planning and expert understanding of the JELC
Strong attention to detail and organizational skills. Excellent communications skills.
Understands Cyber Mission and grasps implications of policy and operations in cyberspace.
Experience with planning, estimating, organizing, staffing and executing projects at scale, including multiple, distributed teams.
Experience staffing and managing teams that include both an onsite and remote workforce.
Experience with organizing and coordinating the planning and production of client deliveries.
Experience with meeting and completing tasks assignments within estimated periods and budget constraints.
Experience with applying quality assurance measures to improve contract performance.
Experience with Agile based development approaches.
Experience with Federal cybersecurity organizations, policies, programs and structures - experience and relationships with DoD USCYBERCOM or Service Cyber Components is a plus.
Must have demonstrated success in all phases of acquisition management (scheduling, risk management, budgeting, procurement, and contract administration), and experience as an effective manager of teams comprised of diverse professional, technical and support personnel.
Ability to operate independently with minimal supervision.
Ability to establish an effective working relationship with senior-level customers, technical staff, managers and peers.
Exceptional communication and presentation abilities with a demonstrated capability to coordinate and align efforts between government customers, senior executives, subcontractors and team members.
Must be able to assess and enhance the performance of task leaders, team members, and support personnel, and processes that are being used.
Must be able to understand multi-level customer/user expectations and concerns, and to assure customer(s) that the program is being managed effectively.
Experienced knowledge of Federal Government acquisition processes including FAR, DID, CDRLS, etc.
Monitor contract, subcontract, and funding; prepare forecasts of program financial performance. Preferred Experience/Qualifications Prior service in exercise position for large Task Force, similar DoD, or large organization.
Possesses ability and experience to brief and provide training for senior military and civilian leaders.
Experience with Joint Training System (JTS) implementation including development of schedules and battle rhythms for JTS key annual activities.
Experience developing Joint Training Plans including training objectives, training objective workshops, and identification of training activities.
Experience developing the Commander's Annual Training Guidance
Experience with Joint Training Information Management System (JTIMS).
Demonstrated initiative in executing past roles and responsibilities.
Highly organized, flexible with tasking, and has strong ability to multitask.
Strong attention to detail; strong analytical and problem-solving skills.
Possesses strong writing, briefing, coaching, and leading skills. Special Requirements/Security Clearance For this role, an active Top Secret/Sensitive Compartmented Information (TS/SCI) clearance, with the ability to obtain a Counterintelligence (CI) Polygraph. Salary Range Salary Minimum: $185,000 Salary Maximum: $235,000 The annual base salary provided is a guideline for this position and is not a guarantee of compensation or salary.
