Job description

Duties You will serve as a Subject Matter Expert for the evaluation and acceptance of new electrical system and equipment installations. You will review and contribute to electrical designs to assure plans and specifications provide a constructable and code compliant installation and enforceable documentation for inspections and construction quality control. You will provide design, construction, commissioning and acceptance testing support to the command for the full range and complexity of facilities and systems provided. You will provide detailed scopes of work and cost estimates of labor and material for repairs and new designs developed by or for the supported command. You will conduct engineering evaluations to determine conditions of existing electrical and lighting systems and equipment. You will provide technical support by reviewing submittals, preparing estimates for modifications, and performing quality assurance activities. You will participate in periodic and special inspections including witnessing equipment acceptance testing during manufacture and construction and/or upon completion of projects. You will monitor and inspect the installation and testing of low and medium voltage distribution and lighting systems and equipment for compliance with plans, applicable codes and standards, and accepted installation techniques (means and methods). You will apply extensive experience and skill regarding, the acceptable means and methods associated with the installation of electrical and lighting equipment and systems including overcurrent protection, grounding and bonding, and wiring methods. This position requires current registration as a Professional Engineer (PE) in any state, District of Columbia, Guam or Puerto Rico at the GS-13 level. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. Qualifications The GS-13 position has a selective placement factor in additional to the basic education. The selective placement factor is: Applicants must have a current registration as a Professional Engineer (PE) from any state, the District of Columbia, Guam or Puerto Rico. For the GS-13 level: In additional to the basic education and PE license requirement, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading the production of construction document (plans, specifications, and design drawing) for large and/or highly complex buildings (i.e., multi-story office buildings, training facilities, multi-purpose buildings, aircraft hangars, medical facilities maintenance shops, food service facilities, and/or large housing projects) on design-build requests for proposal; 2) Reviewing facilities construction submittals for conformance to the requirements of electrical engineering contract drawings / specifications; 3) Resolving electrical engineering construction and design issues encountered during the performance of facilities contracts; 4) Performing engineering services in support of Architectural and Engineering Contracts such as writing statements of work, estimating fees, negotiation, performance monitoring, and evaluation of bids; and 5) Mentoring junior electrical engineers. 6. Specialized experience must demonstrate the following: 1) Serving as consultant on electrical engineering aspects to other engineering disciplines on projects that are not predominately electrical; 2) Providing design and other technical expertise for the organization; 3) Preparing detailed electrical engineering analyses, calculations, and designs; 4) Assisting with the review of progress on projects to ensure the work is within budget and completed within the execution schedule; 5) Assisting with the review of contractor submittals of shop drawings, samples of materials and components, catalog information and certificates of compliance with the contract requirements and intent; and 6) Preparing outlines of services, scope of work, government construction estimates and engineering fee estimates for work to be performed under Architect-Engineer (A&E) contract. Education Applicants for the Professional Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
