Job description

Duties Provide guidance to direct and outline the future of delegated contracting activities. Oversee the development, coordination, and promulgation of strategic plans/documents to enhance program effectiveness. Research and analyze strategic guidance to ensure strategic documents are consistent with priorities and objectives. Formulate plans and execute improvements to program policies, practices, methods, and organizational structure. Anticipate problems, develops sound solutions and action plans to ensure program/mission accomplishment. Serve as liaison to staff elements on matters pertaining to the role of contracting to build and sustain a transparent communications network. Develop statistics from existing data and identifies current trends as a means to project future requirements and trends. Represent the directorate in a variety of forums associated with operational or strategic planning. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly. This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 36 months of entrance on duty. Must submit of a Financial Disclosure Report OGE-450 upon entry into position and annually thereafter. Qualifications Civilian employees serve a vital role in supporting the Army mission. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Specialized Experience at the GS-13: One year of specialized experience which includes: 1) Providing strategic management and acquisition guidance on issues that impact mission contracting programs; (2) Conducting analytical studies of functions and processes to improve program long-range strategic plans; (3) Implementing guidance on acquisition documents to support software development requirements; AND (4) Participating in the development of briefings and reports concerning all aspects of acquisition. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted. Education can NOT be substituted for experience. Strategic Thinking Time in Grade Requirement at the GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Time in Grade Requirement at the GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Applicants must confirm eligibility and minimum qualification requirements within 30 calendar days of the closing date of the announcement.
