Job description
Duties Serves as a technical expert regarding software support for IEWS systems in one or more IT functions such as software development, software testing. As well as evaluation, quality assurance, information assurance, information security, information technology, requirements/threat analysis, systems engineering, and systems integration. Applies expertise in the design and implementation of new requirements and modifications to existing software as well as software reprogramming. Information processed through these systems and the methods of input and output requires new systems designs. Support software includes operating systems, language processors, general-purpose support tools, application-oriented support tools, and system utility programs. As the lead or principal analyst, designs software modifications; evaluates software designs; evaluates systems configurations and monitors implementation. Evaluates test and quality assurance plans; analyzes system functional operations; coordinates actions required to ensure software suitability and supportability; identifies data items, message, display and report requirements. Develops coding structures and specifications; provides IT advice, assistance, and training to customers who manage the development, production, and sustainment of IEWS systems. Leads and coordinates the efforts of other IT Specialists and contractors in the analysis and development of future software design and programming techniques. Performs project and/or contract management duties. Formulates, plans, implements, manages, tracks, and evaluates large-scale and extremely complex IT support projects and their associated requirements and risks. Defines customer and stakeholder needs and constraints, clarifies objectives, develops resource requirements. Applies system architecture principles to develop and manage technical requirements and achieve the appropriate balance among resources, schedule, and technical requirements. Serves as a technical expert and Command representative in the area of IEWS MCDS to AMC, PEOs, DA, DoD, other government agencies, and industry on matters related to new IT/software concepts and other plans of significant impact and importance. Evaluates proposals provide technical guidance to contractors, resolve technical problem areas, observes progress, and evaluates performance. Participates in the department, Federal, and non-governmental national standardization committees relative to system software and database management issues; serves as the Command representative on working groups. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Special Sensitive/High Risk, Sensitive Compartmented Information. This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident. This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time. Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02/GS-11). I have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Specialized and Other Experience: One year of specialized experience which includes: 1) Developing and analyzing software design and programming; 2) Providing information technology troubleshooting, assistance and guidance to customers; and 3) Performing contract management duties such as preparing procurement documentation, evaluating proposals, approving acquisition requests, monitoring contractor performance, etc. Additional information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
