Job description

Duties Performs budget analysis and management of financial programs with particularly high visibility at higher headquarters such as congressional budget line items; the impact of changes in legislative or regulatory requirements. Performs work in any of the phases of budget administration when such work requires knowledge and skill in applying budget related laws, regulations, policies, precedents, methods, and techniques. Responsible for a segment of an organization's budget, programs, and/or organizational structure that is less than the full scope of budgetary operations for the organizational component and level served. Duties include developing resource documents, conducting studies to compare current findings with historical data, monitoring an organizations' resources allocations, or conducting interviews with managers or employees to obtain information. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance with for the duration of employment. A background investigation and credit check are required. Position may require travel away from the duty station (TDY) up to 25% of the time. This is a Financial Management Level 2 Certified position designated as such. In accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81,Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Persons born after 31 December 1959 and assigned the gender of male at birth must be registered for Selective Service. Appointment to this position is subject to a Three-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. It is defined as one year of specialized experience equivalent to the DE-02 (GS-11 equivalent grade level or higher) in the Federal Service which includes: 1) Performing the complete planning, programming, budgeting and execution of an assigned organization, such as budget formulation, presentation, and execution of an annual budget involving one or more appropriations; 2) Interpreting program and budgetary policies and guidelines to conduct economic analyses and develop data for internal review and analysis; and, 3) Monitor the rates and timing of commitments, obligations, and disbursements of funds. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.
