Job description

Duties Compiles all available information for daily toxic chemical operations, and completes the BGCA daily work plan and disseminates to all required on and off post. Performs hazard analysis and computer estimates of downwind hazards emanating from toxic chemical operations. Coordinates with on and off post agencies to ensure continual readiness to immediately respond to and control chemical accidents, incidents, and events. Evaluates multiple scenarios involving Maximum Credible Events (MCEs) and varying meteorological conditions, then provides supervisor with recommendations for implementation of appropriate MCEs. Serves as the Commander's designated decision making authority for off post Protective Action Recommendations (PARs), and on post Protective Action Decisions (PADs) for Chemical Incident/Mishap Response and Assistance (CIMRA) events or exercises. Interprets requirements and determines course of action in accordance with plans, procedures, policies, orders, directives, regulations, and Commander's Critical Information Requirements (CCIRs). Develops procedures for daily operations in the EOC. Reinstatement In order to qualify, you must meet the Education and/or Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience GS9: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes: assist in applying emergency management principles, e.g. hazard identification, using operations center equipment or instruments to monitor hazardous conditions; perform administrative functions related to emergency or first response, e.g. communicating status of potentially hazardous situations to management, maintaining records related to hazards, etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent degree or 2 full years of progressively higher level graduate education leading to a such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as Emergency Response or Disaster Response. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Written Communication Time in Grade Requirement GS9: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Term Appointment NTE - Position may be filled as a term appointment NTE 15 January 2026. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years. Current permanent Federal employees to include permanent Army employees applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position. When a current Army employee applies to a JOA opened for a term appointment, the action will be a conversion to a term appointment.
