Job description

Duties Assist with administering the Awards Program. Provide basic staffing/recruitment services and advice. Research and interpret guidelines and directives from higher echelons and conducts comprehensive research and applies problem-solving skills to difficult cases. Counsel, advise, and provide technical assistance to selectee and dependents on all entitlements associated with the acceptance of an overseas position. Adhere to policies regarding use of human resources information systems. Input Requests for Personnel Actions (RPAs). Advise employees on all aspects of overseas entitlement and benefit programs. Resolve complicated pay problems requiring research, evaluation of multiple options and coordination with multiple parties (e.g. Health Carrier, DFAS, managers, CPAC, ABC-C). Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a Secret security clearance through the duration of your employment. One-year trial/probationary period may be required. This position requires the employee to occasionally travel away from the normal duty station up to 10% of the time. Position requires incumbent be able to work extended and/or other than normal duty hours, including evenings, nights, weekends, holidays, and overtime. Incumbent must be able to obtain and maintain a valid state-issued driver's license. Incumbent must be able to obtain and maintain a US Forces Certificate of License. Incumbent must be able to work under austere living conditions, as well as share accommodation under field conditions (containers, tents and/or barracks). Incumbent must be able to travel using military transportation or non-commercial. IAW DoD Policy, must be able to obtain and maintain a no-fee Special Issuance Passport (SIP) and associated visa while assigned to this position. Current Department of Army Civilian Employees Applying on Time-Limited Assignments In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) experience executing, and/or coordinating civilian human resources programs; (2) experience advising management and/or employees on entitlements, benefits and/or assisting preparing PCS orders; and (3) experience completing personnel paperwork in Human Resource electronic systems/databases. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management; or Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
