Job description
Duties Determines sources to be solicited, prepares applicable justifications/approvals, conducts proposal conferences, receives/evaluates proposals in conjunction with price/cost analysts, or other technical personnel to successfully complete requirements Assures that requirements of law/regulations have been complied with clearances and approvals have been obtained prior to signing contractions. Respond to inquiries, including formal protests/Congressional inquiries from interested parties. Provides guidance in the development of the statement of work and data requirements, determines the type of contract best suited to the requirements, develops special clauses/terms or conditions applicable to the solicitation. Monitor contractor performance in relation to the completion schedule required by the contract ensuring timely submission of technical progress reports, making periodic visits to work sites to detect and correct labor standard violations. Utilize a contracting database to input contract requirements, clauses/specifications onto appropriate automated documents and forms for the contract. Determine appropriate action to expedite delivery or performance when required by changes in mission requirements, defective specifications, or changes in local conditions to complete the objective. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a Secret security clearance. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty according to the DoDI 5000.66, change 3. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant, authorizing signature and the full range of responsibilities that accompany contracting officer duties. One year trial/probationary period may be required. You may be expected to travel up to 20% for this position. Basic Requirement for a Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: QUALIFICATIONS FOR THE GS-11 Specialized Experience: One year of specialized experience which includes: 1) Performing Pre-award and/or post-award contracting functions to plan and conduct the contract process; 2) Performing price/cost analysis on price proposals for reasonableness/fairness selects contract provisions to ensure proper incentive to the contractor. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09) OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. QUALIFICATIONS FOR THE GS-12: Specialized Experience required for GS-12: One year of specialized experience which includes: 1) Performing pre-award and/or post-award procurements to successfully complete project requirements; 2) Performing contract management functions, such as contract formation, solicitation, negotiations, preparation of cost/price analysis, contract administration/or termination and close-out to ensure meeting regulatory guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) Some federal jobs allow you to substitute your education for the required experience in order to qualify.
