Job description
Duties Serve as Defense Civilian Pay System (DCPS) coordinator to provide training on all DCPS changes. Review and advise on a wide range of payroll laws, policies, regulations, directives, regarding DCPS application system. Resolve complicated pay issues to make substantial corrections and complicated adjustments. Analyze various accounting systems pay statistical reports to identify specific problems and trends. Apply financial laws, rules, regulations, regarding pay entitlements such as: overtime, differentials, holiday and special rates, and premium pay. Execute payroll policy, procedures and regulations to pay personnel properly. Perform problem solving to identify pay issues and root causes. Provide inputs to process improvements to improve the effectiveness of payroll operations. Provide liaison services for the appropriate budget offices and civilian personnel service centers. Explain pay and/or leave rules, regulations and procedures for varied accounts involving the full range of payroll actions. Coordinate work with others for correct interpretation of policies and procedures. Serve as a Civilian Pay Customer Service Representative (CSR) for the organization. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed Secret background investigation. This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time. Employment is subject to a one-year probationary period. Financial Management Certification level 2 (FMC-02) required within 24 months of appointment. Specialized experience is defined as: work that involves advising the organization on complex payroll entitlements and issues, utilizing civilian payroll systems to input a variety of pay requests, processing a variety of payroll data impacting pay, such as electronic funds transfer (EFT), payroll deposits, leave, taxes, and other deductions: and analyzing payroll laws, policies, and regulations to produce reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
