Job Description: Anti-Terrorism Officer Location: Fort Knox, KY Requirements: • 7 years of experience minimum conducting antiterrorism program management and assisting in delivering training. • Active Secret Clearance Desired Experience: • Successful completion of the DA approved AT Level II Antiterrorism Basic and Advanced Courses at Fort Leonard Wood, MO, or with one of their Mobile Training Teams (MTTs).
• Attendance and completion of newly developed courses at Government expense, as approved by the COR, to maintain academic currency and to enhance the contractor's understanding of current and emerging AT topics. Costs incurred for unsuccessfully completed courses shall be the responsibility of the contractor.
• Completion of the PS Manager Course and/or other AT/FP-related courses. Expected Duties: • Reviewing the AT policies of DOD, HQDA, USARNORTH, the Fort Knox Garrison/Installation, and HRC and recommend changes to ensure the timeliness of HRC current policy.
• Assist in formulating concepts, drafting policies and guidance, and assisting in the implementation of the AT Program.
• Ensuring the integration of AT risk management, planning, training and exercises, resource generation, and a program review into a responsive AT/FP Program.
• Reviewing, Updating, recommending changes to AT OPLANs, OPORDs, and SOPs, AT Plan, AT Communication Plan, and Command AT strategy.
• Conduct a vulnerability and criticality assessment of the command and subordinate units and entering the information into the HQDA systems of record: SMADS and MARMs. • Conducting overseas travel briefings for all personnel taking leave or traveling TDY to destinations outside of the Continental United States (CONUS). The contractor shall use Personnel Recovery Mission Software (PRMS) to ensure ISOPREPs are completed and maintain electronic copies of all travel approvals. • Providing subordinate units with subject matter expertise in the development of their AT programs, training, and planning. The contractor will recommend and coordinate specialized AT training as required. • Reviewing, for AT considerations, materials such as command-generated slides, briefing materials, and draft journal publications for presentation and/or distribution outside the command. The contractor shall review slides for briefings and presentations to VIPs and Foreign Nationals to ensure compromising information is not released. • Recommending updates to FPCON guidance within the command to ensure employee awareness and greatest possible dissemination.
• Coordinating the Protection Working Group (PWG), to include scheduling, calendar invites, and briefing materials.
• Attending required AT/FP related committees, panels, and external forums to obtain recent developments which will be provided to the Government for an implementation decision. Contract employees shall be clearly identified as contractor employees while in attendance.
• Providing input to the ATO on the AT impact of emerging concepts and technologies and conducting special AT studies and research to identify emerging technology in FP equipment and training.
• Scheduling, coordinating, and arranging surveys and assessments at HRC and subordinate unit facilities and activities in CONUS. The contractor will conduct AT program assessments for the subordinate units, to assist outlying facilities which are geographically separated.
• Responding to requests for data and/or information pertaining to the AT program from the command or subordinate units, as directed.
• Contributing to the dissemination and implementation of Protection, Law Enforcement, and Threat information.
• Ensuring the AT program meets all mandatory and regulatory program elements as evidenced by successful completion of HQDA level inspections and assessments.
• Ensuring there is alignment with Emergency Management regarding all hazards assessments and other risk management/protection programs. • Conducting a comprehensive review of the AT program and maintaining a list of deficiencies on the HRC deficiency tracker. • Assisting in the conduct of AT Level 1 training and active shooter training for command personnel, to increase command awareness and decrease/mitigate potential incidents in the command. The contractor will provide AARs after the completion of the events.
