Duties As a Supervisory Attorney Adviser (Military), you will provide legal advice and support to the Pay and Personnel Center (PPC) Commanding Officer, Executive Director, and staff regarding military compensation, fiscal law and disbursements, administrative law, labor law, and ethics, and supervise the PPC Legal Office Staff Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: 1. Providing legal advice and supervising and executing the legal services needed to support the Pay and Personnel Center. 2. Advising on legal aspects of disbursing and collecting systems for the payment of compensation to Coast Guard military personnel, retirees, and annuitants, world-wide. 3. Proposes, or reviews proposals for new legislation or new regulations and evaluates proposals to determine impacts on Pay and Personnel Center (PPC) and Coast Guard processes and procedures. 4.Reviews and renders advice and opinions on the interpretation and application of statutes, executive orders, federal and state court decisions, and rulings of state and federal agencies, Comptroller General and Defense Office of Hearings and Appeals, on military compensation, personnel policies, and payee impact. This position requires Credentialing and Suitability Adjudication. Qualifications Basic Requirement: 1. Must possess a J.D. or LL. B degree from an accredited law school. AND 2. Must be a member in good standing of the appropriate licensing authority of any state, territory of the United States, Commonwealth of Puerto Rico or District of Columbia bar AND To qualify for the GS-14 level position, applicant must have successfully completed at least one full year of professional legal experience as a practicing attorney equivalent to the GS-13 level in the Federal, State, or Local government or equivalent public or private sector which will be determined by the nature and complexity of casework and legal issues for which responsible, the level of responsibility exercised, and the degree to which such experience equipped the applicant with the particular knowledge, skills and abilities required to successfully perform the duties of this position. Applicant must have relevant knowledge, skills, and abilities for this position include knowledge and experience with federal statutes, regulations, and rules in ALL of the following areas: Military Justice Administrative Law Legislation Ethics National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
