Overview

Lilly is currently constructing an advanced manufacturing facility for production of API (Active Pharmaceutical Ingredient) molecules located in Lebanon, IN. This facility is Lilly's largest investment in manufacturing capacity and is intended to provide APIs for current and future products, including new modalities. This is a unique opportunity to be a part of the startup team for a greenfield manufacturing site, and the successful candidate will help to build the processes and facility to enable a successful startup into GMP manufacturing operations.

Main Purpose and Objectives of Position:

The Facilities Planning Manager is part of the Lebanon Plant 1 API Manufacturing Facilities Management team and is responsible for building relationships/partnerships with key stakeholders and customer groups. The Facilities Planning Manager will serve as the primary contact or tenant representative for the building occupants. The Facility Planner will balance the needs of the occupants with the strategic and tactical plans of Facilities Management. The Facilities Planning Manager will represent the voice of the customer in local and corporate-wide projects, including major capital projects executed by Global Facilities Delivery (GFD), as well as for any funded capital projects.

In the project delivery phase and startup phase of the project (startup expected 2025 to 2027), leadership roles will be fluid and dynamic as we endeavor to support the project delivery, build a new organization, develop and implement the necessary systems and business processes required to support GMP operations, and build the site culture. This will require significant collaboration, creativity and resilience as the site grows to a full scale GMP manufacturing through start up.

Key Responsibilities:

  • Establish links with customer and key stakeholder counterparts.
  • Serve as liaison to the building occupants and act as a conduit into the Facility Management Organization.
  • Translate business issues, strategic objectives, and end-user requirements into effective facility/work environment responses.
  • Understand customers' mission, vision, and business drivers to influence asset reinvestment strategies.
  • Establish and maintain on-going communication with Strategic Facility Planning, Global Real Estate, Administrative, Discovery, Development, Manufacturing Facility Planners, and Global Facilities Delivery (GFD).
  • Establish and maintain key relationships with corporate support groups including Health, Safety and Environmental (HSE), Fire, Safety and Security.
  • Plan jobs and order consumables for the facilities work.
  • Troubleshooting issues within area of responsibility.
  • Planning and documenting how work is to be completed.
  • Ensuring spare parts are available.
  • Coordinating the various crafts and vendors to perform the activities to the highest standard.
  • Ensuring all preventive maintenance activities are completed as scheduled by the CMMS.
  • Ensuring all work is documented appropriately.
  • Attending meetings to ensure maintenance activities are appropriately scheduled.
  • Investigating failures and proposing solutions to prevent reoccurrence.
  • Ensuring all work is completed in a safe and compliant manner.

Occupancy Management:

  • Organize customer information on headcount projections, organizational structure, and facilities requirements. Use created summaries to communicate needs with Facilities and customer Component Leadership.
  • Update and maintain facilities management database for occupancy reporting and space allocations.
  • Gather and analyze work environment related data and translate that information into 0-3-year occupancy plans to support the Site Master Planning Process.
  • Drive facility occupancy rates consistent with Integrated Workplace (IWP) Standards.

Project Management:

  • Establish plans and prioritize capital projects according to business objectives.
  • Establish scope and project profiles as necessary.
  • Facilitate coordination of major project capital planning - provide input during design process to ensure adherence to corporate standards.
  • Engage and leverage appropriate project implementation resources whether internal or external.
  • Manage relationships with leveraged resources: Lead interactions with FM partners on capital and expense projects within facilities.
  • Provide input on the selection of contract A/E firms utilized to provide options/solutions for various facility planning needs.
  • Review and approve capital and expense plans. Monitor on a monthly basis.
  • Ensure funding and appropriate contractual information is provided to contract resources for work performed.
  • Provide Fiori invoice and Ariba PO approvals & Lilly PM oversight on IFM&S Capital Projects.
  • Provide Lilly PM responsibilities on customer funded capital projects lead by IFM&s contract partners.
  • Oversee contract designers on workload prioritization.
  • Mentor on Lilly IFM&S standards, specifications, business processes and guidelines.
  • Direct and provide oversite for customer relocation projects.

Communications:

  • Serve as information resource regarding various facilities and infrastructure activities that occur during site redevelopment.
  • Communicate to site/component leadership as well as general site population regarding pertinent project information that may impact daily activities.
  • Participate in Facility Management site master planning processes.
  • Network with Corporate counterparts to maintain appropriate focus on facilities needs and issues as they relate to the customer group.
  • Provide Facility Management communications for outages, changes, and disruptions.

Basic Requirements:

  • Bachelor's degree in Engineering, Science, or other relevant field OR HS/Associate's degree + 10 years of relevant experience
  • 3+ years of experience in a facility/occupancy planning role
  • 3+ of demonstrated applied facility project management experience and an overall knowledge of capital planning and delivery process.

Additional preferences:

  • Knowledge and past history supporting laboratory space and equipment.
  • Emergency Response or Emergency Operations Center Experience
  • Previous experience in facility/area start-up environments
  • Must possess strong interpersonal skills, be relentless in the drive for results and be willing to advocate positions with limited support.
  • Ability to work either independently or with groups with minimal direction. Experience in multi-project and multi-customer environments is highly valued.
  • Demonstrated ability to effectively communicate with senior leadership (ability to create and present reports, set up and facilitate meetings, etc.)
  • Excellent analytical skills and demonstrated ability to analyze data and summarize results.
  • Demonstrated proficiency in Microsoft Office products.
  • Demonstrated ability to build collaborative relationships between internal and external functional groups with competing and changing priorities and with limited direct authority.
  • Proven process and business solutions skills within FM business area.
  • Knowledge of customer and/or facilities master plans including space planning and current trends in workplace design.
  • Must be able to speak, read and write English to a level to communicate technical and business information effectively.
