Job description

Duties Implements modifications, additions and innovations that will improve responsiveness to shipper services. Studies and recommends changes in practices and procedures within the section in the interest of timeliness and efficiency. Movement of government equipment and supplies, including explosives, refrigerated items, highly sensitive military impedimenta, unit movements and exercises moving on a worldwide basis in the Defense Transportation System (DTS). Responsible for the traffic management of DOD shipments originating in CONUS and OCONUS and moving to destinations on a worldwide basis. Uses various tools and methods to monitor, analyze, and evaluate the shipper and ocean carrier performance. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour. This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time. This is a Term position scheduled to last 3 years. A term position may be extended to a maximum of six years depending upon the needs of management. Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes 1) Interpreting federal laws and regulations concerning transportation and distribution; 2) Ensuring timely shipping data submission and analyzing data for terminal operations; 3) Interacting with government agencies, and the commercial transportation industry to monitor shipper performance; 4) Conducting trend analysis of transportation errors to mitigate future mistakes; 5) Plan and ensuring accurate cargo manifestation using an automated system like Global Air Transportation Execution System (GATES). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted. Education This job does not have an education qualification requirement. Additional information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial period may be required. Direct deposit of pay is required. This is a Term Appointment NTE - Position may be filled as a Term Appointment NTE 3 years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a TERM appointment will be appointed/converted into a TERM appointment with no statutory return rights back to a permanent position . When a current Army employee applies to a JOA opened for a temporary or term appointment, the action will be a conversion to a temporary or term appointment.
