Job description
Duties Performs all facets of the PERSEC program to include inspections/assessments, training, and education, security and suitability determinations, and policy development. Reviews, evaluates and adjudicates investigative records for security and suitability standards in accordance with established DoD and DA guidelines. Performs tasks associated with the Personnel Security Investigation - Center of Excellence (PSI-CoE) electronic personnel security questionnaire program, the Continuous Evaluation Program (CEP) and the Pre-Appointment Security Program. Validates access levels commensurate with mission requirements. Reviews and processes all SF 85s and 86s for SDDC. Executes tasks associated with the employee PERSEC clearance eligibility appeal processing coordination with associated DoD Consolidated Adjudication Services (DoD CAS). Reviews requests for assigning position sensitivity classifications to positions whose occupants must handle or have access to Top Secret, Secret or Confidential information. Determines SCI billet requirements and performs periodic revalidation reviews. Maintains liaison with federal, state and local law enforcement and intelligence agencies such as the Defense Counterintelligence and Security Agency (DCSA) Investigative Division, and respective DOD CAS. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Two year trial/probationary period may be required. In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter. This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment. (See Additional Information section) Must be able to obtain and maintain a Top-Secret security clearance based on an SSBI with eligibility for sensitive compartmented information (SCI). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-11). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
