Job description

Duties As a MOTOR VEHICLE OPERATOR (TITLE 32), WG-5703-6/7/8, you will perform a variety of duties relating to materiel distribution activities, including organic ground transportation for cargo and personnel. Major Duties - This is NOT an all-inclusive list: Receive, in-check, route, and move parts, assemblies, components, and on-base turn-ins into and out of industrial shops. Examine items received to verify part numbers, identify, correct quantities, condition, and destination. Identify, inspect, and segregate equipment or material as it is received for obvious damage and needed repairs and initiating discrepancy reports. Ensure accountability, complete log books, maintenance records, reports, and other transportation documents for accurate accounting. Interpret packing manuals and specifications and determine containers, protective devices, cushioning materials, methods, and techniques needed for packing a variety of tools, parts, equipment, and other items. Select the proper type of grade of wood, Masonite, plastic, or other materials needed and plan how to best utilize materials available. Determine proper identification, marking, labeling, and inclusion of shipping documents and special handling instructions on all shipments. Determine freight shipping requirements consistent with efficiency and transportation priorities. Contact local carriers for rates and arrange for pickup and delivery services ensuring the consolidation of shipments when necessary. Procure military and commercial passenger travel reservations and prepare travel documents. Operate primarily straight-in-line trucks which typically have an approximate gross vehicle weight of more than 32,000 pounds. Operate truck tractors with semi-trailers or full trailers to transport personnel or pick up and delver supplies, materials, or equipment. Couple and uncouple truck tractor and semi-trailer or truck and trailer, and connect and disconnect the air brakes and electrical lines. Drive fork lift trucks over wood, concrete, or similar type floors through narrow aisles in buildings and in such confined spaces as railroad cars or trucks. Drive one or more types of trucks to include pickup, panel, and flatbed trucks, which typically have a gross vehicle weight of 10,000 pounds or less on local and public roads at highway speeds. Ensure procedures are followed when working with dangerous and hazardous cargo such as ammunition, radioactive, and corrosive material. Requirements Conditions of Employment IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. Participation in direct deposit is mandatory. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted - May not exceed the rank of TSgt. GENERAL EXPERIENCE : MUST possess experience or training which demonstrates the ability to follow instructions and safely operate the type of equipment required to accomplish the duties of the position. SPECIALIZED EXPERIENCE : WG-08 Level - MUST possess specialized experience which demonstrates the ability to operate and perform operator maintenance on straight-in-line trucks which typically have an approximate gross vehicle weight of more than 32,000 pounds. Experience demonstrating ability to operate truck tractors with semi-trailers or full trailers and motor coaches. Experience operating vehicles over a variety of roads including interstate highways, narrow country roads, and on steep winding grades. Experience driving vehicles without mishap in complicated traffic situations. WG-07 Level - MUST possess specialized experienc which demonstrates the ability to operate one or more motor vehicles including platform trucks, van trucks, fuel trucks, stake trucks, dump trucks, and trash removal trucks which typically have an approximate gross vehicle weight of more than 11,700 kilograms (26,000 pounds) and up to 14,400 kilograms (less than 32,000 pounds). Experience operating vehicles and tractors, some of which may be equipped with special-purpose powered equipment: experience operating platform, van, stake and dump trucks, refueling vehicles passenger buses or ambulance buses. WG-06 Level - MUST possess specialized experience which demonstrates the ability to operate and perform operator maintenance on one or more motor vehicles including platform trucks, van trucks, stake trucks, dump trucks, ambulances or patient transport vehicles, passenger shuttle vans, and cargo vans which typically have an approximate gross vehicle weight of more than 4,500 kilograms (10,000 pounds) and up to 11,700 kilograms (26,000 pounds); experience demonstrating the ability to operate and perform operator maintenance on one or more classes of motor vehicles including pickup trucks, panel trucks, flatbed trucks, carryalls, sedans crew cab pickup trucks and HUMVEE; experience to start, stop and maneuver assigned equipment. Experience annotating logs and records. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
