Job description

PRIMARY RESPONSIBILITIES

  • Performs project process audits on CTA Quality Management System and Consultants to include:
  • Plans and prepares for internal and external audits.
  • Conducts audits to verify effective implementation of the QMS and associated processes and Contract Requirements
  • Completes detailed audit records and reports.
  • Follows up actions if audit findings issued to ensure corrective action implementation effectiveness and closure.
  • Participates in Contractor compliance audits and review audit reports performed and completed by Construction Manager or Owner Representatives.
  • Provides Quality Assurance (QA) oversight of consultants and contractors, including active construction project site visits. Monitors project records and activities for compliance and proactively report deficiencies to be addressed.
  • Performs FTA and contract required reviews of various submittals including consultant and contractor quality programs, test and inspection plans, construction process plans, qualification submittals, audit reports, test procedures, and any quality related documents.
  • Represents the QA Department at various project-related meetings including preconstruction, pre-activity design, project progress, quality, and NCR resolutions.
  • Maintain control of quality control documentation including uploading to all applicable sites.
  • Performs related duties as assigned.

  • Working with external contractors and consultants to mitigate concerns amid potentially conflicting goals

EDUCATION/EXPERIENCE REQUIREMENTS

  • Bachelor degree in Engineering technology, Engineering, Construction Management, Architectural, Urban Planning, Manufacturing Technology, Engineering Management or a related field, preferred (2) years of experience in quality assurance and/or construction, or a combination of education and experience related to this position.
  • Professional certification and/or formal training as a Quality Auditor or Quality Engineer preferred.
  • Experience in planning, leading, and documenting quality compliance audits preferred.
  • Must possess or be able to obtain CTA Rail Safety Training certification.
  • Must possess a valid Driver's License.

PHYSICAL REQUIREMENTS

  • Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
  • Must wear restrictive personal protective equipment.
  • Must be able to traverse up and down ladders and stairs.
  • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to become familiar with all CTA policies and procedures.
  • General knowledge of various construction trades, materials, and techniques.
  • MS Office and software skills.
  • Strong analytical and decision-making skills.
  • Strong verbal and written communication and organization skills.
  • Strong interpersonal and customer service skills for internal/external communication.
  • Ability to work independently and/or collaboratively with other departments and contractors.
  • Ability to read and interpret regulations, contract specifications, and drawings.
  • General Knowledge of FTA QMS guidelines and ISO 9001:2015 standards.
  • Working knowledge of quality management principles to include both quality assurance and quality control.
  • General knowledge of trend and data analysis.
  • General knowledge of auditing methods and principles.
  • Ability to perform all QA/QC functions in a professional, ethical and objective manner.
  • Ability to work with sensitive information while maintaining strict confidentiality.
  • Ability to evaluate and verify nonconforming conditions and corrective action.

WORKING CONDITIONS

  • General office environment.
  • Required to travel to various CTA property locations including facilities, garages, and shops to conduct field inspections.
  • Subject to varied weather conditions that include extreme cold, heat, rain, snow, ice, etc., when working outdoors.
  • May be subject to extreme heights, electrified third rail, and subway tunnels with limited clearance, visibility, etc.
  • May be required to travel to various off-site manufacturing facilities for construction materials including, but not limited to, steel fabrication, concrete plants, and asphalt plants.
  • Subject to normal garage/shop/construction site hazards such as noise, dust, grease, moving vehicles, etc. when conducting field inspections.

  • Standard office equipment.
  • Personal protective equipment as required.
  • Personal computer and related software.
  • Customary and usual inspection tools, fixtures and gauges.
  • Various technical publications and reference materials.

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
