Social Service Specialist
Place of Performance: Schofield Barracks, HI

General Description:
Social Service Specialist responsible for implementing training and supportive services to the military community.

Specific Tasks:
Family Advocacy Program (FAP) Education and Training
1. Design, implement and maintain a variety of trainings (i.e. workshops, classes and briefings) each month in accordance with (IAW) applicable directives, instructions and regulations, including applicable Army Community Service (ACS)/FAP Accreditation Quality Standards, needs assessment survey results, and guidance. All trainings shall be research based with solid, valid, reliable, and measurable evidence- based outcomes. Perform all classes/trainings as needed/required.
2. Submit a description of each proposed training session for concurrence and revision if indicated, ten (10) working days prior to each scheduled session. All trainings shall be IAW FAP Accreditation Standards.
3. Provide information that tracks training success of attendees, rosters and course completion date for review.
Playgroups for Parents of Infants and Toddlers (0-4 years old)
1. Provide sixteen (16) hours of playgroup for parents of infants and toddlers (0-4) years old) per month at multiple locations.
2. Playgroups are activities offered are to improve the communication and interaction skills of the children with their environment.
Mandatory Annual FAP Training as Directed/Requested
1. Establish and implement procedures to ensure that all Commanders, Subordinate Commanders, Senior Enlisted personnel, Troop, and other professional and Paraprofessional personnel training requirements on Spouse/Intimate Partner Violence and Child Abuse/Neglect are provided annually IAW applicable Army FAP regulations, U.S. Army Garrison Hawaii policies, FAP Accreditation Quality Standards, and any other requirement(s) as determined by the FAPM. You shall train Commanders and First Sergeants during Command team trainings and/or desk side briefs, and supplementary guidance provided by the FAPM.
2. Provide 3 types of training, initial, refresher and annual on how to Identify, Report, and Prevent Child Abuse and Neglect, Child Sexual Abuse, and Intimate Partner Violence for personnel within Child Youth Services and Family Child Care, Medical Treatment Facility and Chaplaincy, as well as other professionals where applicable.

3. Maintain and update a current and accurate electronic database that is readily retrievable, by name and unit, by Government personnel at any point in time to validate the training received.
Marketing Plan to Promote FAP Awareness
1. Create, implement, and update a Marketing Plan within thirty (30) calendar days after the start of contract performance and within thirty (30) calendar days after the start of the option performance period.
2. At a minimum, the plan will address the following: Brochures, banners, flyers, posters, and pamphlets for marketing of FAP classes, programs, and events. Ensure marketing and media relations are edited for grammatical errors, and approved, before release to social media sites, printed on flyers, and/or distributed, on all relevant FAP educational classes and events.
3. Utilize the marketing plan to prepare and submit at least 24 articles/marketing materials annually for each program to include New Parent Support Program and Victim Advocacy Program.
Outreach Events to promote FAP Awareness
1. Schedule and conduct a minimum of four (4) Outreach tables each month at various locations.
2. Plan, coordinate and execute the ACS and FAP Open Houses or similar outreach events four (4) times a year.
3. Provide campaign support throughout October Domestic Violence Awareness Month (DVAM) and April Child Abuse Prevention Month (CAPM), Teen Dating Violence Awareness Month, Human Trafficking Month to include assisting in set up and break down for, conducting and/or participating in activities/events.
4. Participate in the Community Readiness Expo (CRE), Replacements, Community Information Exchange (CIE) and/or other Newcomers events.
Outcome Evaluations
1. Administer a participant evaluation and effectiveness evaluations following each training session and submit the evaluations, along with the attendance sign in roster upon course completion.
2. Sessions that are consistently poorly attended (unless influenced by emergencies or bad weather), shown to be not effective and/or receive negative evaluations by the participants shall be subject to review for discontinuation or modification to meet customer needs.
3. Customer satisfaction surveys shall be distributed at all trainings and classes.
Administrative Duties
1. Enter, update and submit a projected 90-day monthly class/event calendar, for all ACS FAP Activities, to include any updates as changes occur.
2. Generate and submit a variety of administrative reports and a monthly program management review that summarizes and highlights the services provided.
3. Enter/update the appropriate approved program database, currently the Army Family Web Portal (AFWP), on the same day but no later than three (3) working days of all activities to include but not limited to classes, briefings, events, campaigns, meetings.
4. Attend and participate in weekly FAP staff meetings, monthly Army Community Service (ACS) meetings, the quarterly Family Advocacy Committee (FAC).
FAP Prevention Plan
1. Provide a FAP Prevention Plan within thirty (30) calendar days after the start of contract performance and provided within thirty (30) calendar days after the start of each fiscal year (no later than 31 October annually).

2. Utilize the New York University database, and/or other similar evidence-based resources, to research evidence-based classes, interventions and programs Credentialing and government certified classes.
3. Ensure that the Prevention Plan incorporates all prevention activities and that they are based on Prevention data analysis, FAP needs assessment, Deployment Cycles and other variables as indicated. You shall obtain approval of the Prevention Plan by the FAPM.
4. Include within the Prevention Plan a projected 12-month schedule for all workshops and trainings.
Annual Community Needs Assessment (CNA)
1. Complete a community education needs assessment IAW FAP Accreditation Standards by the end of each contract performance year.
2. Gather, compile, and analyze CNA data and electronically submit a written CNA results and recommendation report (via PDF and Microsoft Word files) to the COR. CNA questions can be shaped and modified by FAPM or ACS Director to be included in the CNA Survey.
3. Use QR codes or other similar electronic tools to ensure widest distribution and ease of access to the survey.
Emergency/Family Assistance Center (E/FAC) Support Services in the Event of a Crisis, Disaster, or Local Emergency
1. Provide personnel crisis support services IAW applicable directives, instructions, and regulations, including applicable ACS Accreditation Quality Standards.
2. You must be prepared to report in to the designated site within (2) two hours upon notification during duty hours or four (4) hours if outside of normal duty hours (Activation of Recall Roster).
3. The ACS Chief or their designated representative may suspend routine services to focus personnel/resources on contingency operations. In the event the EFAC is activated, routine services as outlined may be suspended to allow all ACS staff to focus on crisis-related services.
4. Provide duties as assigned by the EFAC Supervisors.

Education:
A minimum of an Associates degree in Education, Social or Behavioral Science, or related field from an accredited institution.

Experience:
Two (2) years experience in family and children services or community organization, of which at least one year is in family violence or child abuse neglect or maltreatment related services.
Personal and/or professional experience with military personnel and military family members.
Demonstrated ability to create and present effective, professional PowerPoint training slides on a variety of related FAP and ACS training topics.
Experience in computer operating systems, such as Microsoft Windows, and computer applications, such as Microsoft Office, Microsoft TEAMS, Excel, Publisher, Power Point and Access, to perform basic word processing, telecommunications, database management, online data entry, spreadsheets, e-mail and Internet access.
Experience providing customer service to a diverse population. This may include face-to-face telephonic, virtual trainings and presentations, public speaking or written communication.
