Job description

Duties SUMMARY OF DUTIES: The purpose of this position is to manage the state's C4 Systems Support program. The C4 systems include both the communications and computer systems required to implement the state command and control process and are the information exchange and decision support subsystems within the state total force Command and Control Support System. The incumbent serves as the principal staff officer and primary advisor to the Adjutant General and the Joint Chief of Staff for all matters pertaining to C4 systems which support the primary functions involving the collection, transportation, processing, dissemination and protection of information. Plans, organizes, and oversees the activities of the state J-6. Exercises supervisory personnel management responsibilities. Represents the command in dealings with a variety of state, state National Guard and functional area organizations. Serves as the primary staff advisor and authoritative expert to the Adjutant General, staff elements, and command officials on matters pertaining to information management/services, i.e., information technology (IT), communications, information assurance, printing, publishing, records management, official mail, e-mail, and visual information, both present and future. Monitors, reviews and analyzes program implementation. Reviews and analyzes supported state mission plans and operations to determine current and future information systems requirements; i.e., automation, communications, equipment, facilities, supplies, personnel, funds, etc. Performs other duties as assigned. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709. Qualifications If your resume does not include a narrative description of how you meet the GENERAL, SPECIALIZED experiences, and OTHER requirements, you may lose consideration for this position. GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE 1-year specialized experience equivalent to at least the next lower grade. In addition to the OPM IORs (Alternative A) specialized experience examples, specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. SUPERVISORY EXPERIENCE: Must have experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. CONDITIONS OF EMPLOYMENT: 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 4. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 5. THIS POSITION CONDUCTS INFORMATION ASSURANCE FUNCTIONS. THE INCUMBENT SHALL COMPLY WITH THE REQUIREMENTS OF THE CERTIFICATION PROGRAM AND WILL BE REQUIRED TO OBTAIN AND MAINTAIN CERTIFICATION. CERTIFICATION REQUIREMENTS ARE OUTLINED IN DOD INSTRUCTION 8570.01-M OTHER REQUIREMENT: For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709. NOTES TO CANDIDATES: a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor. b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted. d.
