Job description

Duties Plans, and organizes the activities of DV Flight, ensuring protocol complies with legal and regulatory requirements and meets customer needs. Implements general officer administrative support, ceremonial and protocol policy and procedural guidance for the Commander, Deputy Commander, Director of Staff, Command Chief Master Sergeant, and other applicable personnel concerning proper protocol requirements for visiting dignitaries, military ceremonies, conferences, official meetings, briefings, etc. Represents DV Flight with a variety of installation and functional area organizations. Provides advice, assistance and guidance to the Deputy Director and Director of Protocol, Commanders, Directors, supervisors, and project officers regarding official military functions and community relation events. PCS will NOT be paid This position is subject to provisions of the DoD Priority Placement Program May be required to work other than normal duty hours and tour of duty such as overtime, weekends, call back, uncommon tour of duty, holidays, etc. May be required to carry a cell phone or similar device. May be required to travel TDY as directed by management, sometimes on short notice, traveling by military or commercial aircraft or by any other designated means. Knowledge gained in an Air Force protocol office is highly desirable. Disclosure of Political Appointments All federal employees are required to have direct deposit. Eligible for a Cost-of-Living-Allowance (COLA) which is subject to change without notice This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Pre-employment physical may be required if hired CONUS to OCONUS. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include extensive knowledge of military protocol and ceremonies. A comprehensive and detailed knowledge of PACAF is required to include the organization and key personnel. Detailed knowledge of the elements of protocol, intricacies of etiquette and courtesies afforded to visiting civilian, military, and foreign dignitaries. Knowledge and understanding of protocol and reciprocal gestures pertaining to various foreign cultures. Knowledge of community organizations to coordinate headquarters involvement in local activities and plan appropriate itineraries/ ceremonies for visiting dignitaries. Knowledge of conference facilities and government contracting procedures to make such facilities available to the command group. Knowledge of travel and temporary duty provisions to provide proper guidance when a member of the command group serves as conference host. Skills in establishing and maintaining effective cooperative work relations with representatives of military and civilian organizations to obtain cooperation in protocol functions. Skills in written and oral communications commensurate with the general officers and senior civilians with whom frequent contact is required. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Only higher-level graduate education in excess of the first 2 years may be combined with experience. NOTE: You must submit a copy of your transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of, and ability to successfully apply, international, national, DoD, and agency policy, practices and procedures to organize and oversee protocol events and advise others on the appropriateness of event preparations. 2. Knowledge of, and ability to successfully apply, a wide variety of support functions to plan and support a protocol event, such as billeting arrangements, transportation, publicity, mess support, etc. 3. Detailed knowledge and thorough understanding of regulations and procedures affecting Official Representation Funds (ORF) and Special Morale and Welfare (SM&W) funds and skill in applying basic resource, budget and funds management. 4. Skill in planning, organizing, presenting, and evaluating a wide variety of protocol events. 5. Ability to input and extract data using a keyboard in such programs as Word, Excel and Power Point. Skill in presenting clear oral presentations in a business-like manner and legible written communication. 6. Ability to establish and maintain effective working relationships with diverse groups. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
