Job description
Duties Delivers customer telecommunications and information system programs as developed by the supported unified commanders, component commanders and various federal agencies. Plans, develops, and defines requirements to facilitate provisioning of service to meet mission requirement. Promulgates IP, telecommunications and circuit engineering advice and guidance, through the command channels. Plans and executes complex projects/programs involving interaction with multiple personnel both internal and external to the organization. Provides technical oversight of contract actions and collaborates with vendor, contracting officer, local staff and management, and program management teams to ensure contract scope is met. Requirements Conditions of Employment Must be a U.S. Citizen. Males born after 12-31-59 must be registered or exempt from Selective Service. This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination. This is a Mission Essential position. This position requires a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance. This position requires travel away from the normal duty station to other locations within the continental United States (CONUS) up to 25 percent of the time. This is a drug test position requiring pre-employment and random drug testing. Requirement of a Financial Disclosure Statement, OGE-450 Executive Branch Confidential Financial Disclosure Report, upon entering the position and annually thereafter, in accordance with DoD 5500.07-R, Joint Ethics Regulation (JER). Position requires completion of Contracting Officer Representative mandatory training within 90 days upon entering the position and maintain proficiency annually thereafter. This position is subject to Cyber Workforce requirements as defined by the DoD 8140 policy series for the position's required CYBER Work Role(s). Qualifications In order to qualify for this position, you must meet the requirements described below. Transcripts for Basic Requirement: Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. GG-0855 Engineer Basic Requirement: Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:- Professional registration- Written Test- Specified academic courses- Related curriculum - With this criteria, applicants also need verification of employment from a supervisor stating you have performed professional engineering duties. For more detailed information on the above criteria, please go to the Qualification Standards Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience providing customer support or project oversight in telecommunications or information technology projects or serves as the Contracting Officers Representative for IT or telecommunications service contracts. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.
