Job description
Overview Dedicated to serving those who defend the US and warfighters, Nisga'a MOSTT offers Military Operations support and Specialized Tactical Training (MOSTT). Nisga'a MOSTT's services include aviation and military training, cybersecurity, intelligence gathering and analysis, and simulation and exercise support, as well as aviation flight logistics support and unmanned aerial vehicle support. Summary: Goldbelt Nisga'a MOSTT, LLC is looking for a Mid-Level Tactical Support Engineer (SE) to support the Global System Support Engineers (GSSE) under the United States Special Operations Command (USSOCOM) , Program Executive Office for Special Operations Forces Digital Applications (PEO SDA) . The objective of this effort is to provide software-agnostic field support for forward-deployed users of operational, advanced analytic intelligence support, as well as to provide technical and analytical mission planning and execution systems support . This position will support PEO SDA, USSOCOM Components, TSOCs, and others to include Foreign Military Sales (FMS) as mission dictates, by providing technical and analytical mission planning, execution, and post-mission system support. Mission planning is critical to special operations, the mission planning, execution, post-mission system/device will be maintained in a serviceable status to support combat/contingency operations. The overall goal will be to achieve a system/device availability of 95% and a maintenance turnaround time of less than 24 hours from the time of notification within Continental United States (CONUS) and manned Outside the Continental United States (OCONUS) locations. Support will be characterized by two (2) levels: Level I (Critical/Urgent) support will be defined as critical or emergency support to the mission planning and execution system/device. This level of support will be completed within 72 hours or as mission requirements dictate. Level II (Routine) support will be defined as cyclical support to the mission planning and execution system/device. This level of support will be completed within 30 days or as mission requirements dictate. Responsibilities Essential Job Functions: W ill provide system support services in five (5) major areas: Tactical Software Support, Mapping, Imagery and Geospatial Information System Support, Tactical Network Administration Support, Training Support and Enhancement and Upgrade Support. Supported elements or locations may change but will remain within the scope of this PWS and the Changes Clause herein . This support will be normally characterized as Level I and/or Level II and completed within the time limits prescribed in the above paragraph. The COR assigns specific support levels dependent upon the specific nature of the analysis. W ill perform on-site systems administration to support the operation, maintenance, and installation of SOMPE software suite. This includes on site analysis of software and hardware problems found by user(s), updates to all classified and unclassified mission planning, execution, and post-mission analysis systems/devices that cannot be performed through network updates and maintaining a database of all equipment provided by USSOCOM and the program office and issued to users with historical metric tracking info such as warranty service performed, software loads, etc. P rovide on-site software maintenance in the form of inspections and test of all network and user software prior to installation. Maintenance includes testing all new software installs on test hardware in depots prior to distribution, ensuring compatibility of software with configuration of hardware. It may involve travel to user location, if necessary, to ensure proper configuration. Configuration SEs maintain installed systems/devices with the most current approved configuration; this includes upgrade installations, revision installations, replacements, and information assurance upgrades. P erform shop or on-site upgrades to mission planning, execution, post-mission analysis system (hardware and software), information assurance protection upgrades provided through LAN or website updates and issue updates on designated portable storage media as well as create updates and distribute on designated portable storage media for users, local and worldwide, for standalone system/device operations. D uplicate and image media of all required planning and execution software/tools for use in the Mission Planning Environment (MPE). Engineers are responsible for cloning and imaging of media for issue to users, maintaining (multiple) master media with current updates for cloning and cloning aircraft /vehicle/platform digital data media devices for users, as applicable. SEs produce customized media for users, and on a by-request basis, produce custom loaded media for users. These SEs Maintain On-Call "Help Desk-style" support for users to answer calls concerning hardware and software problems or user needs. The help desk maintains 24-hour recall for Mission Essential services. C reate, maintain , and test component mission planning environment software loads, as required . In coordination with the mission planning support component POC, the Contractor will perform mapping, imagery, and GIS support tasks in support of the units to which they are assigned. SEs will maintain GIS servers with the most current NGA, TAKTICS, Common Map Background (CMB), and other digital map data. The SE ensures classified and unclassified material is current and the integrity of the map is validated . The SE conducts monthly Chart Supplement Disc (CSD) updates of map data on servers. Support Engineers utilize software tools to geo-register maps and imagery. SEs correct, adjust, and convert map images into appropriate file types before generating and loading digital map products onto servers and/or user storage devices. They produce customized map and imagery loads for wide area coverage on the appropriate storage devices from user's request, create special-load map and imagery on portable storage media for users, and maintain servers with current Digital Terrain Elevation Data (DTED). As required, SEs post map data onto servers, copy to CDs, or load directly onto a user storage device for use. will perform the following operational network administration support tasks, as required , in support of the units to which they are assigned. This support will be characterized as LEVEL I (Critical/Urgent) or LEVEL II (Routine) support, depending on the specific nature of the hardware/software problem. SEs will provide a full range of on-site network administration for the various Mission Planning networks to include On-site trouble shooting of hardware and software problems associated with user's local area network systems. They support both secure (SIPRNET) and non-secure (NIPRNET) mission planning local area networks (LAN) systems and other (commercial, SBU, SOCRATES). With prior Program Office coordination and approval, SEs will deploy on exercises or real-world deployments as necessary to support the mission planning system/devices ensuring all equipment, tools, diagnostic software, and operational software is current. W ill provide cadre-level training. P erform the following training support tasks, as required, in support of the units to which they are assigned. This support will be normally characterized as LEVEL II (Routine) support and will be completed within 30 days or less. U tilize Government-provided information, to maximum extent, to produce training documents, publications, Power Point presentations and user Help guides that cover hardware, SOMPE suite component configuration, and utility software/tools. They utilize a train-the-trainer concept, to the maximum extent possible, conduct formal and informal training in groups or as one-on-one sessions. P rovide training and assistance in preparing and loading data to Digital Data Devices to include guidance on data selection and load techniques and maintain Government Provided master Data Devices for testing and cloning and provide cloning capability of Weapons platform data devices to the users. With prior Program Office coordination, travel to satellite locations to conduct training, as required . W ith prior Program Office coordination, the Contractor will be temporarily relieved of on-site duties to assist with scheduled on-site training courses. The Contractors may act in the capacity of instructor during these training courses provided their participation has been pre-arranged in advance by the component/unit mission planning POC. The COR will have Contractor prioritize Tactical Mission Support over Instructor duties when those duties conflict with the needs of the mission planning and execution system/device being supported by the Contractor. W ill perform the following enhancements and upgrade support tasks, as required, in support of the units to which they are assigned. This support will be normally characterized as LEVEL II (Routine) support . M onitor and evaluate Operational Test and Evaluation (OT&E) ensuring test parameters are met for certification of mission planning environment (MPE) prior to release. I dentify and report any problems with software and hardware; apply changes to the MPE that may be required , based on coordination with the component/unit mission planning POC and approval of the Program Office. P erform research, testing and evaluation of proposed new equipment for users. In coordination with the component/unit mission planning POC and as approved by the Program Office, SEs ensure compatibility and functionality of all MPE software applications and utilities; implement software capabilities unique to the supported component/user (i.e., A/W/E's, utility software applications, etc.). A ssist the SOMPE Program Office and the component/unit mission planning POC with recommendations, information, and/or analysis, by providing systems design
