Job description

Duties You will serve as Fuels Officer, Contracting Officer Representative, and Property Administrator for Fleet Logistics Center Jacksonville (FLCJ) in Kings Bay, GA. You will be the authoritative source of knowledge on fuel storage and distribution and serve as the principal advisor on all matters related to fuel management. You will analyze incoming correspondence, directives, and messages by researching, validating, preparing, answering data calls, and replying with outgoing correspondence and reports. You will prepare annual budget request for NAVSUP operations budget. You will coordinate with Regional Fuels Department and the Defense Logistics Agency (DLA) to ensure optimum inventory levels are maintained. You will review and update instructions and Standard Operating Procedures. You will monitor and audit fuel service contractor input into fuel accounting systems. You will serve as the Contracting Officer Representative monitoring, auditing and reporting fuel service contractor performance. Requirements Conditions of Employment Must be a US Citizen. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems. This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision. Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Examples of specialized experience must demonstrate the following: 1) Knowledge of policies, procedures, management practices, rules, regulations, principals, and contract administration to manage site fuel distribution/ storage management to independently analyze and resolve problems or issues involved in the day-to-day fuel operations; 2) Management skills and to coordinate personnel to accomplish multi-function operations as a team; 3) ability to deal, plan and direct the administration, management and coordination of a fuel storage/distribution program; 4) Knowledge of fuel handling equipment, fuel distribution system, and quality assurance methods; 5) the ability to interpret specifications, blueprints, wiring diagrams and storage layouts in order to understand construction specifications; 6) Monitoring, Auditing, and reporting fuel service contractor performance. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related A transcript must be submitted with your application if qualifying using education. Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. For certain positions covered by this standard, the work may be recognized as sufficiently technical or specialized that graduate study alone may not provide the knowledge and skills needed to perform the work. In such cases, agencies may use selective factors to screen out applicants without actual work experience. Additional information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. Term appointments may be extended up to 8 years at the discretion of management and in accordance with applicable regulations. Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions. This is an obligated position. The former incumbent has return rights to this position under PL 86-585.
