Antiterrorism/Physical Security/OPSEC Project Lead Clearance: Top Secret Location: Fort Benning, Georgia JOB OVERVIEW Serve as the Regimental Antiterrorism (AT), Physical Security (PS) and Operation Security (OPSEC) Subject Matter Expert (SME) to the 75th Ranger Regiment. Provides PS and OPSEC expertise in support of the AT program. Provide analytical and technical support to the 75th Ranger Regiment with drafting, coordination and implementation of the Regiment AT/RPP/PS/OPSEC Program. Permit the Antiterrorism Officer (ATO), Physical Security Officer (PSO) and Regimental and OPSEC Officer (ROO) to focus on the overall management of the Regimental Protection Program (RPP). Assist with developing written AT, PS and OPSEC documents such as Program plans, OPORDS, OPLAN's, SOP's, policy, directives, deployment plans and other AT, PS and OPSEC related materials. Provide assistance in AT/PS/OPSEC Education and Awareness, Technical Integration, and Fusion. Ensure the integration of AT/PS plans, and policies into the overall RPP program. Assist the Government in coordinating with USASOAC, THE AGENCY and their Host Installations on matters pertaining to protection of Special Operations Forces personnel. Assist in the development of AT/PS/OPSEC related budgets, CCIF requests and long range planning requirements and provide oversight for the development and implementation of Regimental RPP programs. Develop and maintain Threat databases to assist Regimental units in RPP planning. JOB RESPONSIBILITIES Assist the Government by interpreting the AT/OPSEC and PS policies of DOD, USSOCOM, HQDA, and THE AGENCY. Support the 75th Ranger Regiment ATO/PSO/ROO in formulating concepts, drafting policies and guidance, and implementing the 75th Ranger Regiment AT, OPSEC and PS Programs. Ensure the integration of AT/PS/OPSEC risk management, planning, training, exercises, resource generation and a program review into a responsive RPP Program. Support the 75th Ranger Regiment ATO/PSO/ROO in reviewing and drafting updates to applicable Regimental Directives and Policies as required. Research and draft AT/PS/OPSEC OPLANs, OPORDS and SOPs. Assist in the drafting and implementation of 75th Ranger Regiment policy on combating terrorism that addresses the entire Special Operations mission cycle (Pre-deployment, Deployment, and Re-deployment). Review and provide AT/PS/OPSEC input to Deployment Orders (DEPORDs), Statement of Requirements (SORs) and other staff actions. Support subordinate units with their AT/PS/OPSEC programs, training and planning assistance, as needed and requested. Assist in the drafting and implementation of 75th Ranger Regiment policy for Antiterrorism Awareness Training and OPSEC Training for units and individuals. Coordinate specialized AT training as required. Maintain AT training records for units and individuals. Coordinate the 75th Ranger Regiment AT program with the theater SOC's requirements. Coordinate the 75th Ranger Regiment AT Working Group. Attend required AT/FP related committees, panels and external forums to obtain recent developments which will be provided to the Government for an implementation decision. Contract employees will be clearly identified as a contractor while in attendance. Support the 75th Ranger Regiment ATO/PSO/ROO with AT/PS/OPSEC related assistance when an installation Crisis Action Team (CAT) is established. Provide input to Regimental staff on the AT/PS/OPSEC impact of emerging concepts and technologies. Research relevant AT/RPP/OPSEC sites on the NIPRNET and SIPERNET. Incorporating information and sites into the 75th Ranger Regiment portals for AT/OPSEC. Ensure the timely updating of data on the AT/OPSEC web pages. Conduct special AT/PS/OPSEC studies and research to identify emerging technology in AT/RPP/OPSEC equipment and training. Schedule, coordinate and arrange surveys and assessments at 75th Ranger Regiment facilities and activities in CONUS and OCONUS. Conduct AT/PS program assessments at least once every three years, or as required. Assist the Government in implementing the AT/PS/OPSEC portion of the 75th Ranger Regiment Inspection Programs. Respond to requests for data and/or information pertaining to the AT/RPP/OPSEC and PS programs from the THE AGENCY and/or the USASOAC ATO(s) as directed. Contribute in the dissemination and interpretation of Protection, Law Enforcement and Threat information. On occasion, may be required to travel to provide support to Germany and Okinawa/Japan. Perform temporary duty (TDY) CONUS and OCONUS, as required and approved by the COR to assist the Government in implementing the AT program. JOB REQUIREMENTS Shall possess Focal Point Program and Sensitive Compartmented Information access. Shall possess at least 7 years of relevant work experience. Highly desirable for the individual to have served as an Antiterrorism Officer to an Army Special Operations Forces unit of Battalion size or larger (Government) or as an Antiterrorism or Physical Security Specialist (Contractor) in the last five years. Have working knowledge of Special Operations Forces tactics, techniques and procedures which will prepare the contract employee to assess training and equipment needs and develop recommendations to the 75th Ranger Regiment (A) ATO. Knowledge gained through operational experience in a Special Operations Forces unit is highly desirable. Have experience conducting Antiterrorism/OPSEC program management and training. Possess experience conducting PS program management and inspections. Competent in the operation of personal computers (PC), and Microsoft Office software applications including Word, PowerPoint, Outlook, Excel, and website/portal management as an operator. Completed Information Assurance Awareness, AT Level I, iWATCH, OPSEC Training Courses. Successfully completed the TRADOC approved Antiterrorism Level II Program Manager Course at Fort Leonard Wood, MO or the United States Air Force Special Operations school Dynamics of International terrorism (DIT), Responsible Officers course/RPP2 (ROC) within the last 36 months, or attend within the first six months of employment, at contractor's expense. Successfully completed the US Army Conventional Physical Security Course (CPSC), or attend the TRADOC approved CPSC within the first six months of employment, BA/BS or equivalent is required. Education/Experience Substitutions for Bachelor's Degree. Experience Equivalence: Associate's degree + 2years relevant experience, or 4 years relevant experience. Other Equivalence: Professional certification. Must possess strong oral and written communication skills. Maintain academic currency and enhance understanding of AT topics, employees will attend and complete other courses as funding becomes available. These courses include but are not limited to: TRADOC Antiterrorism Level II Program Manager Course and resident PS Managers Course at Fort Leonard Wood, MO, OPSEC Level II Course, Surveillance Detection, Dynamics of International Terrorism, the Security Engineering Course and Electronic Security Systems Design course conducted by the Army Corps of Engineers.
