Summary You will serve as an ENGINEER in the AUTEC BASE OPERATIONS (Code 7032) of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-4 pay band encompasses positions equivalent to the GS-12 and GS-13. Duties You will serve as the Lead Facilities Engineer responsible for the maintenance or repair, upkeep of buildings or equipment, work requests or trouble calls, and preventative maintenance programs for all AUTEC facilities located on Andros Island. You will be required to ensure the designs and construction follow standard technical, engineering and building practices. You will ensure compliance with all regulatory requirements and budgetary constraints from design to construction to operational acceptance to ensure the project is delivered on time and within budget. You will be expected to conduct and document routine on-site inspections during the construction process. You will be expected to be able to address minor to moderate project issues in a timely manner for each of the projects assigned. You will task the AUTEC Maintenance and Operations Contractor in accordance with established procedures and workload factors and will provide performance assessments on time and in a detailed manner that requires little to no rewriting. You will apply engineering knowledge and experience in reviewing drawings and plans submitted by the AUTEC Contractor, NAVFAC or other activities performing facilities related work at AUTEC. You will work closely with the NUWC facilities engineering team, as well as other organizations including NUWCDIVNPT facilities, safety and environmental, internal and external customers, and outside contractors. You will prioritize and track execution, has general oversight and evaluation of cost, quality and timeliness; serves as the smart buyer including performing periodic assessments of alternatives that would yield quality/cost/timeliness benefits. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-9 through 11 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer monitoring maintenance action plans or implementing facilities engineering concepts, principles, and practices to interpret or coordinate the execution of maintenance and repair project standards for industrial facility program operations. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: FOR PROFESSIONAL ENGINEERING 08XX SERIES: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
