Job description

Duties Serves as a Subject Matter Expert (SME) for Classified and Intelligence Accounting. Command focal point for classified and intelligence accounting structure reconciliations. Performs accounting analyses, proper review of internal controls and administrative work involving the monitoring of obligations incurred and the actual expenditures of funds for classified and intelligence programs. Facilitate process development, documentation, and improvement efforts to support financially relevant business processes for classified and intelligence programs across USSOCOM. Conducts analyses, reviews, and special studies of accounting and/or related financial information for assigned programs/organizations. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements. Travel may include overnight stays May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI) This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Proficiency in the use of common DoD software, including the Microsoft Office Suite of applications, and accounting software. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. Accounting Series, 0510 Individual Occupational Requirements Basic Requirements Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes professional, detailed knowledge of accounting concepts, theories, practices, procedures, regulations, precedents, policies, and other DOD, joint service, and USSOCOM guides which apply to assigned accounting organizations and reports; sources, types, and methods of accounting for assigned organizations and programs (e.g. direct annual, multi-year, and no year appropriations; apportionments; allotments; transfer of accounting data from other agencies; and/or reimbursements) and budgetary and financial relationships between assigned accounting offices, budgets, and programs of other agency components and organizations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Federal Managers Financial Integrity Act, Federal Financial Management Improvement Act, The CFO Act of 1990, and OMB Circular A-123 Risk Management and Internal Controls requirements. Knowledge and critical thinking application of accounting methods and concepts, laws, and regulations governing governmental accounting theories, methods, practices, and procedures. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation accounting organizations. Knowledge of various automated data processing concepts and systems. Skill in interpreting financial data and drawing conclusions. Understanding of funding distribution. Ability to gather, assemble, and analyze data to reconcile for timely and accurate account reporting, develop alternatives, and make recommendations to resolve accounting problems. To communicate effectively and persuasively, both orally and in writing. Ability to interpret financial reports produced internal to the command and produced external to the command. To plan, organize, and guide the funding execution of classified and intelligence programs through various agencies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
